Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Bowers, Councilmember Britton and Councilmember Schupp Absent: Councilmember Galuardi Mayor Margolis called the meeting to order at 7:04 a.m. Strategic Government Resources Facilitated Session, which will include the following: Strategic Visioning Process, Effective Board Governance, Advance Interviews Summary, Current Strategic Vision and Next Steps Dr. Scott Willingham, Strategic Government Resources, facilitated the discussion of the topics listed above. He started off by first asking, What do leaders owe?" and had the first set of breakout groups provide answers, which included: honesty, reliability, intention, wisdom, He reviewed cycles of strategic visioning and the components of the larger overall process, which is more Council level and policy; and the smaller cycle oft tactical correcting and adjusting that is ongoing by staff. He also stressed the importance of how an undertaking can be affected by trends, changes and the unexpected - the process is ongoing and not written in stone. When discussing effective board governance, he reviewed the roles of their position, which included: external/internal communicators, fiduciary overseers, policy developers, information systems overseers, strategic visionaries and priority assessors. When discussing the challenges and responsibilities, groups were asked to reflect on the following utilizing a polarity scale: competence, accessibility, best effort, gratitude and time. What are we doing well? Where could we grow = int terms of governance? In preparation of this session, Dr. Willingham conducted interviews with each of the Councilmembers present and reviewed their answers. Groups were then asked, based on their responses, to discuss where there were gaps and where there was alignment. Dr. Willingham then reviewed the current seven pillars of the Strategic Plan, with Council considering if those seven were still viable; could be combined in some areas; and issues that have affected each - positively and/or negatively. Councilmembers individually scored each of the seven as they considered them to be a priority. The combined priority result is as follows (double numbers indicate a tie in scoring): 1. Break at 10:51 a.m. Reconvene at 2:42 p.m. Dr. Willingham joined the discussion via Zoom to review the scoring. It was the recommendation ofDr. Willingham that these priorities should be reviewed regularly to support the progress that isb being made and adjust accordingly to keep them relevant. Staff commented that the review and possible update on the current Strategic Plan is slated for the next fiscal year.
