CALL TO ORDER Mayor Margolis called the meeting to order at 6:15 p.m. 2. EXECUTIVE SESSION (6:15 P.M.) 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, Sec. 551.071 (Consullation with City Attorney), to consult with and receive legal advice from the City Attorney regarding Stop Loss Coverage provisions with United Healthcare. Councimember Bowers made the following announcements: Chiesa Road will be closed from Miller Road to Bayhill Drive 7am-5pm on Friday, July 14th to allow for construction of a sanitary sewer line as part of the Miller Road Reconstruction Project. The Weather permitting, all lanes ofl 1-30 will be closed at Dalrock Road from 9 p.m. Saturday, July 15h through 11 a.m. Sunday, July 16th. Access from eastbound I-30 will be closed @ Dalrock Road. Mayor Pro Tem Shinder made the following announcements: Tonight's feature from the Animal Shelter. This beautiful girl is Ames. She is around 4% years old and is raring to go 1 all the time. She is active and has lots of energy and is GREAT with kids. She'd prefer to be a solo pup as she doesn't do well with others. We're not sure on herp position on cats. Ames is potty trained, crate trained, and knows basic commands. She loves to play with stuffed animals and car rides to get a pup cup from Starbucks! Remember- - all adoptions include spay/neuter, microchip and up-to-date vaccinations. Consider action to approve a resolution exercising the final one-year contract extension with Ely Tree and Landscape for Section I mowing and other related services in the unit amounts bid in an estimated annual amount of sixty thousand dollars ($60,000). This item was approved on the Consent Agenda as RES-079-23. 7C. Consider action approving contract renewals for employee benefits. Consider action to approve a resolution for contract renewals of employee benefits for Fiscal Year 2023-2024 (FY2024) to Cigna for dental coverage in the estimated amount of $262,351 and to Cigna for vision coverage in the estimated amount of $36,001 and Health Advocate for employee health advocacy services in the estimated amount of $20,400 and authorizing the City Manager to execute all necessary documents. Consider action to approve a resolution authorizing the City of Rowlett to add funds to the existing Purchase Order #22300161 to Centerline Supply, Inc. for sign replacement equipmentisupplies utilizing BuyBoard #703-23 in the amount of $50,000 resulting in a PO total of $99,000. This item was approved on the Consent Agenda as RES-082-23. 7F. Consider action approving a resolution to purchase water meters and MXUS. Consider action to approve a resolution for the purchase of 2,115 Sensus brand water meters and 590 Sensus brand Meter Transceiver Units (MXUs) from Aqua Metric Sales Company in the amount of $526,644.61. This item was approved on the Consent Agenda as RES-083-23. Conduct a public hearing and take action to approve an ordinance granting a request on behalf of property owner First United Methodist Church Rowlett for a Major Warrant to Article 5.4.11(b) of the Form-Based Codei to allow a monument sign on property situated within the Form-Based Urban Village District (FB-UV) and located at 4405 Main Street, northwest of the intersection of Main Street and the President George Bush Turnpike, in the City of Rowlett, Dallas County, Texas. Alex Koenig - Urban Design and Planning Manager presented the information for this item. Representative for the applicant provided additional information. The public hearing opened and Ar motion was made by Councilmember Galuardi, seconded by Mayor Pro Tem Shinder, to approve the ordinance as presented. The motion passed with a unanimous vote of those closed with no speakers. members present. This item was approved as ORD-018-23. 8B. Conduct a public hearing and take action to approve an ordinance to: 1) Rezone the subject property from General Commercial/Retai. District (C-2) and Planned Development District (PD) for City of Rowlett 11445 light manufacturing uses to Planned Development (PD) with a base zoning of General Commercial/Retalil District (C-2); 2). Approve a Concept Plan to construct an approximately 70,000 square feet building; 3) Amend the Comprehensive Plan; and 4) Amend the official Zoning Map of the City for property owned by Rocky Liuzzi and Doreen Sue Family Trust, located northwest oft the cul-de-sac of Enterprise Drive, consisting of Lot 6, Block 1, Rowlett Business Park, a portion of Lot 3, Block 1, Boyd & Kneggs Business Park Replat, and Tract 6 of the U Matthusen Abstract 1017 also described as all of Tract 1 to the Doreen Sue Liuzzl & Doreen Sue Luizze Family Trust. Representative for the applicant and Munal Mauladad - Assistant City Manager provided additional A motion was made by Councilmember Galuardi, seconded by Deputy Mayor Pro Tem Winget, to approve the request to rezone the subject property from General Commercial/Retalil (C-2) District, and Planned Development (PD) District for light manufacturing uses to Planned Development (PD) with a base zoning of General 1) The minimum dimensions of the vehicle parking spaces meet the requirements of the 2) Wheel stops be utilized for all parking spaces abutting the building; and 3)" The maximum number of semi-tractortrailer/18-wheeler trucks coming and going from 4) signage shall bei installed indicating all truck access to be from northwest exit and not information. The public hearing opened and closed with no speakers. Commercial/Retail (C-2) with the following conditions: Rowlett Development Code; and the site shall be no more than 2 per day; and 5) all truck traffic will be routed to the northwest. from the southeast; and Mayor Pro Tem Shinder made a friendly amendment to include the recommendation from the Planning and Zoning Commission that the use of on-site stormwater detention or retention requirements shall not be waived. Mr. Galuardi accepted the amendment, as did Mr. Winget as the second. The motion passed with a unanimous vote of those members present. This item was approved as ORD-019-23. 8C. Conduct a public hearing and take action to approve a request to amend the Future Land Use Plan set forth in the Comprenensive Plan from Estate Residential to Low Density Residential for 3 contiguous parcels totaling approximately 21.49 acres. The property is situated west of Chiesa Road opposite Vernon Schrade Middle School, in the City of Rowlett, Dallas County, Texas. Consider action to approve a resolution adopting Articles of Amendment for amended and restated articles ofi incorporation of the Rowlett Housing Finance Corporation. Councimember Galuardi presented the information for this item. Peter Urrutia = Interim Executive A motion was made by Deputy Mayor Pro Tem Winget, seconded by Councimember Galuardi, to approve a resolution adopting Articles of Amendment and Restated Articles of Incorporation of the Rowlett Housing Finance Corporation and adopting Second Amended and Restated Articles of Incorporation of the Rowlett Housing Finance Corporation including a new section to read as follows: "Regardless of any other provisions of these Articles, the Bylaws of the Rowlett Housing Finance Corporation or the laws of the State of Texas, the Corporation shall not use or expend any income or assets of the Corporation or enter into any debt arrangement for the purchase, lease, or development of any multi-family residential property without first receiving written consent from the City Council." Councilmember Galuardi made a friendly amendment to require that all amendments to the Rowlett Housing Finance Corporation bylaws be approved by the City Council. Mr. Winget Point of Order by Deputy Mayor Pro Tem Winget to allow comments by Councilmember The motion passed with a vote of 6ini favor and 1 opposed (Britton). This item was approved MEMBERS OF THE CITY COUNCIL MAY REQUEST TOPICS TO BE PLACED ON AN AGENDA FOR A SUBSEQUENT MEETING. ANY DELIBERATION OR DECISION SHALL BE LIMITED TO A PROPOSAL TO PLACE TOPIC ON THE AGENDA FOR A SUBSEQUENT MEETING.
