Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem' Winget, Councilmember Bowers, Councilmember Britton and Councilmember Schupp 1. CALL TO ORDER Mayor Margolis called the meeting to order at 6:00 p.m. 2. EXECUTIVE SESSION (6:00 P.M.) 2A. Annual presentation from the Economic Development Advisory Board. (30 minutes) Mick Donnelly- Chair, and Eva Hummel -Vice Chair, reviewed the mission oft the Board, members, Board accomplishments and activities, plans for the upcoming year and long-term goals. 3B. Review and discuss the Film Friendly Texas (FFTX) community certification requirements and benefits to the City of Rowlett as outlined by the Texas Film Commission. (20 minutes) Melinda Bartrum - Downtown Manager, and Libbey Tucker = Director of Economic Development, outlined the requirements and benefits of becoming a FFTX community. After further discussion, itwas the consensus of Council to proceed with the process. 3C. Discuss and review proposed amendments to the City Council Rules of Procedure pertaining to Work Sessions, Town Hall Meetings and Agenda Order of Business. (15 minutes) City of Rowlett 11454 Laura Hallmark - City Secretary, reviewed the proposed amendments. Council discussion regarding grammatical correction, review reasons for changes and length of meetings. These amendments are an Individual Consideration item on this agenda. 4. I'd like to re-introduce to you, the adorable Mr. Cosmo, He is the most laid-back cat around! He is a little shy at first but warms up very quickly. He is super cat friendly and! loves people (Kid friendly as welll). Cosmo has no medical issues but sometimes when his allergies bother him, his eye will get red and dry but some eyedrops will help. Remember a all adoptions include spay/neuter, microchip and up-to-date vaccinations. City of Rowlett 11457 A motion was made by' Winget, seconded by Schupp, to appoint Elise Bowers to the vacant HFC Board of Directors position. The motion passed with a unanimous vote of those members present. This item was approved as RES-086-23. 7F. Consider actionapproving the acquisition of right-of-way for right turn lanes. Consider action to approve a resolution approving the acquisition of right-of-way (ROW) from 3435 Lakeview Parkway for the SH66 Designated Right Turn! Lanes at Rowlett Road and Kenwood Drive Project in the amount of $50,273, authorizing the Mayor to sign any necessary instruments on the City's behalf, and authorizing the City Manager to issue appropriate purchase orders in conformance with the resolution. Conduct a public hearing and take action to approve a resolution adopting the City's 2023 Community Development Block Grant Annual Action Plan; and authorize the City Manager to execute and submit all documentation and certifications to the United States Department of Alex Koenig - Planning and Urban Design Manager, presented the information for this item. Consider an ordinance amending the Code of Ordinances to revise the registered sex offender residency requirements to adopt Brooke's Boundary, prohibiting registered sex offenders from going within 2,500 feet of the victim's residence.
