CALL TO ORDER Mayor Margolis called the meeting to order at 6:00 p.m. 2. EXECUTIVE SESSION (6:00 P.M.) 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.071 (Consultation with Attorney) and Texas Government Code, $551.072 (Deliberations Regarding Real Property) to seek legal advice from the City Attorney and to discuss and deliberate regarding the Development Agreement with YOLO, LLC and the purchase of property located at 3913 Main Street. The Council shall convene into Executive Session pursuant to Texas Government Code, $551.071 (Consultation with Attorney) to seek legal advice from the City Attorney and to consider litigation against Comfort Suites Lake Ray Hubbard relating to hotel occupancy taxes. (60 minutes) David Hall, City Manager, presented the Fiscal Year 2024 Proposed Budget. He spoke regarding items that helped to shape this year's budget, including the City's future financial condition, employee retention and attraction, keeping pace with City growth, and utility rates. Spoke about the General Fund, the Utility Fund, the Drainage Fund, Employee Benefits Fund, other governmental funds, and the Five-Year Capital Improvement Plan. Presentation of proclamation recognizing August 21st as Senior Citizen Day. Councilmember Britton presented this proclamation to the Senior Advisory Board and thanked the Rowlett Diversity, Equity and Inclusion Commission for sponsoring this item. Teddy is your guy if you are looking for at furry friend to take on adventures! He may be 65 pounds, but he would love to be your lap dog. He is about 3 years old. Teddy gets along great with other dogs and cats, but we do recommend having a meet and greet with your other furry friends. Teddy would make a great addition to anyf family and will always keep a smile on your face. Remember - all adoptions include spay/neuter, microchip and up-to-date vaccinations. Consider action to approve a resolution calling for a public hearing on the Fiscal Year 2024 proposed budget and tax rate for Tuesday September 19, 2023, and to consider approval of a Wendy Badgett, Director of Financial Services, presented the information for this item. Ar motion was made by Deputy Mayor Pro Tem Winget, seconded by Counciimember Schupp, to approve a resolution setting the maximum proposed tax rate at $0.716886 and calling for a public hearing on the Fiscal Year 2024 budget and tax rate to be held on Tuesday, September 19,2023at7 7:00 p.m. The motion cariedwthaunmamnimous vote oft those maximum tax rate of $0.716886 fori the 2023 tax year. members present. Amotion was made by Deputy Mayor Pro Tem' Winget, seconded by Mayor Pro Tem Shinder, to accept the resignation of City Secretary, Laura Hallmark, and agree to accept the terms An amended motion was made by Deputy Mayor Pro Tem Winget, seconded by Mayor Pro Tem Shinder, to accept the mutually agreed upon separation agreement between the City of Rowlett and City Secretary, Laura Hallmark, and agree to accept the terms of the severance agreement. This motioned carried with a 5-1 vote Councimember Britton abstained). Mayor Margolis stated in accordance with the City Charter language, it states in Section 5.01, the City Council shall appoint the City Secretary, upon by four (4) affirmative votes of the City Council.
