CALL TO ORDER Mayor Margolis called the meeting to order at 6:00 p.m. EXECUTIVE SESSION (6:00 P.M.) *Times listed are approximate. 2. 2A. Councilmember Winget presented Janet Tucker, Neighborhood Services Manager, Cody Robertson, Environmental Health Specialist and Jack Scott Andrews, Grease Trap Inspector with ap proclamation recognizing National Food Safety Education Month. 5B. Presentation of a Proclamation recognizing September 15th through October 15th as Hispanic Heritage Month and ai request to light the downtown water tower in blue and red. Mayor Margolis presented Tara Bradley, Neighborhood Planning Supervisor, Liliana Morejon, Neighborhood Planner and Rowlett Diversity, Equity and Inclusion Commission members Diana Moore, Kellie McKee, Susan Urrutia and Chance Jobe with a proclamation recognizing Hispanic Heritage Month. 5C. Presentation of proclamation recognizing September as Library Card Sign-Up Month. Councilmember Bowers presented Laura Tschoerner, Library Director, Phil Barott, Library Services Manager, members of the Library Advisory Board and Friends of Rowlett Library with a proclamation recognizing September as Library Card Sign-Up Month. Friends oft the Rowlett Library Vice President Betty Engen, Cathy Hammond, Mark Engen, and Stanley Pollard were in attendance along with Library Advisory Board Chair Vicky Stallcup-Causey and Linda Morgan. 5D. Presentation of Comprehensive Monthly Financial Report (CMFR) for the period ending June 30, 2023. Wendy Badgett, Director of Finance, presented the report. 5E. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Mayor Pro Tem Shinder made the following announcements. This is adorable Hogan! He is a one-year-old neutered Siberian Husky. This gorgeous boy is a sweetheart and is quickly becoming a staff/volunteer favorite! He loves his walks and does well on a leash. Hogan also likes the pool in his outdoor kennel! He is up to date on vaccines and is heartworm negative. Hogan is dog friendly and good with kids, we are unsure about cats. If you would like to meet. Come join in the fun and enjoy the food. Rowlett Fire Explorers will host an open house showcasing what they do at their weekly : meetings. Anyone from the ages of 14-21 interested in exploring a career in emergency St., from 10am to 5pm, Tuesday- Saturday. Deputy Mayor Tem Winget made the following announcements. The filing deadline for Councilmember Place 1 is tomorrow, Wednesday, September 6. Friday Grooves will be every Friday night in the month of October in the downtown area. The 9-11 sculpture unveiling and ceremony will take place at Fire Station 2, located at 8602 The Town Hall meeting is scheduled for September 13 at the Rowlett Community Centre The Taste of Fall Farmers & Craft Market will begin on September 21 at 5:30pm and run National Night Out is October 3, join your neighbors, Police, and first responders as they Schrade Road, beginning at 10:30am. beginning at 7pm. Miller Road Council did not receive any Public Input Forms for this meeting. 3. Rachel Britton, Rowlett = spoke on the topic oft the proposed increase in fees for Seniors at RCC 6. City of Rowlett 11469 Consider action to approve a resolution appointing an Interim City Secretary for the City of Rowlett, accepting and approving an employment agreement for an Interim City Secretary, and authorizing the Mayor to sign on the City's behalf. Consider action to approve a resolution authorizing the City Manager to enter into an Interlocal Agreement (ILA) with Dallas County to provide Household Hazardous Waste Services for Fiscal Year 2024. Consider action approving a resolution imposing fees and setting rates to recover the cost of Fire Department response to motor vehicle accidents, car fires, and other incidents. Consider action to approve a resolution authorizing the imposition of fees and rates to reçover the cost of responding to MVA, car fires, and other incidents metpengynonemepene, fire responses, amending the Master Fee Schedule providing for fees, and approving an addendum to the contract with Emergifire, LLC for billing and collection services. Consider action to approve a resolution amending and adopting the City's Investment Policy, including the investment policies, investment strategies, and approved broker/dealers list for Fiscal Year 2024. Consider action to approve a resolution approving a negotiated settlement agreement between the Atmos Cities Steering Committee (ACSC) and Atmos Energy Corp., Mid-Tex Division regarding the Company's 2023 annual Rate Review Mechanism (RRM) filing as recommended by the Atmos Cities Steering Committee. Rachel Britton, Rowlett - spoke regarding the Rowlett Community Centre membership feei increase for senior citizens. 8B. Consider action approving a resolution amending the Master Fee Schedule for rate and fee changes to the following sections: Miscellaneous, Parks and Recreation, Solid Waste, and Utilities. Wendy Badget, Director of Finance, presented this item. She spoke regarding the changes to the rates and fees. Aaron Cleaver, Director of Parks and Recreation, spoke about the proposed fee Council discussed the various changes for the Youth Resident, Youth Non-Resident and Seniors Resident proposed increases. This section was tabled and staff will bring back in the future after Amotion was made by Deputy Mayor Pro' Tem' Winget, seconded by Councilmember Britton, to approve a resolution amending the Master Fee Schedule for rate and fee changes to Miscellaneous, Solid Waste and Utilities sections excluding the Parks and Recreation section and removing the Parks and Recreation recommendation from the Exhibit A included in the Resolution.
