Municipal Building = 4000 Main  Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Bowers, Councilmember Britton and Councilmember Schupp  1.  CALL TO ORDER  Mayor Margolis called the meeting to order at 5:30 p.m.  2.  INDIVIDUAL CONSIDERATION  2A. Consider action to approve an ordinance to adopt the Budget for Fiscal Year 2024.  Allison Brown, Budget Officer, gave a brief presentation.  Members of Council and City Manager Hall commented regarding the budget.  Amotion was made by Deputy Mayor Pro' Tem' Winget, seconded by Mayor Pro Tem Shinder, to adopt an ordinance approving the Fiscal Year 2023-2024 Budget as presented. The motion carried with a unanimous vote of those members present. This item was approved  as ORD-030-23.  2B. Consider action to approve an ordinance to adopt the Tax Rate for Fiscal Year 2024.  Mayor Pro Tem Shinder commented regarding the tax rate.  Amotionwas made by Deputy Mayor Pro Tem' Winget, seconded by Councilmember Britton, that the property tax rate be increased by the adoption of a tax rate of $0.710400, which is effectively 9.38 percent increase in the tax rate. The motion carried with a unanimous vote  of those members present. This item was approved as ORD-031-23.  2C. Consider action to ratify the property tax revenue increase reflected in the Budget for Fiscal Year  2024.  AI motion was made byl Deputy Mayor Pro' Tem' Winget, seconded by Mayor Pro' Tem Shinder, that the property tax revenue increase reflected int the budget be ratified.
