Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Bowers, Councilmember Britton and Councilmember Schupp 1. CALL TO ORDER Mayor Margolis called the meeting to order at 6 p.m. 2. WORK SESSION 2A. Discuss amendments to Chapter 10 Article 4 of the Code of Ordinances regarding cement temporary batch plants. (30minutes) Dale Jackson, Interim Community Development Director presented this item. All Councilmembers discussed the need for a change to the Ordinance. City Manager David Hall offered to have City staff work on the language for a Temporary Use Permit and bring back to Council for approval ata later date. EXECUTIVE SESSION 3A. The City Counci shall convene into Executive Session pursuant to Texas Government Code, $551.071 (Consultation with Attorney) to seek legal advice from the City Attorney regarding the City's membership application to the North Texas Municipal Water District. (45 minutes) In closed session from 6:30 p.m. -7:11 p.m. 3. DISCUSS CONSENT AGENDA ITEMS FOR OCTOBER 10, 2023 SPECIAL MEETING. Item 5B was pulled from the Consent Agenda and placed on Individual Consideration by TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDIEXECUTIVE SESSION Councimember Bowers. MATTERS No action taken following the Executive Session. 4.
