Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Bowers, Councilmember Britton and Councilmember Schupp 1. CALL TO ORDER Mayor Margolis called the meeting to order at 7:04 p.m. 2. EXECUTIVE SESSION 2A. The City Counci shall convene into Executive Session pursuant to Texas Government Code, $551.071 (Consuitation with Attorney) to seek legal advice from the City Attorney regarding the Sapphire Bay project and potential bond validation proceedings relating tot the Comptroller's Office private letter ruling and state tax rebates. (30 minutes) This item was discussed following the special meeting. In closed session at 8:10 p.m. to 10:34 p.m. INVOCATION The invocation was led by Pastor John Salas, Church of the City. PLEDGES OF ALLEGIANCE The pledges were led by Boy Scout Troop #646. 3. PRESENTATIONS 3A. Rowlett Veterans Recognition Program. Mayor Margolis, Chris Kizziar and Jim Katzenberger presented Robert E. Higgins with a Quilt of Valor and a certificate. 3B. Proclamation declaring the week of October 8-14, 2023, as Fire Prevention Week. Deputy Mayor Pro Tem Winget presented Chief Howard and members of the fire department with a proclamation. City of Rowlett 11488 3C. Presentation by the Senior Advisory Board of the 2023 Senior Friendly Business Award. Councimember Britton and members of the Senior Advisory Board presented the 2023 Senior Friendly Business Award to Rowlett Donuts. 3D. Presentation of Proclamation recognizing October 15-21, 2023 as National Friends of Libraries Week. Councimember Bowers and Laura Tschoerner, Director of Library Services, presented a proclamation to members of the Friends of the Rowlett Library. to light the downtown water tower in red and orange. Presentation of a proclamation recognizing October 10th as Indigenous Peoples' Day anda ar request Deputy Mayor Pro Tem Shinder and members of the Rowlett Diversity, Equity and Inclusion 3F. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. This item followed Item 4. Mayor Margolis made a statement regarding the animal shelter and maintenance. Councimember Schupp provided the following announcements: Dallas County Early Voting starts October 23 and goes through November 3 at the Annex Conference Room, located at 4004 Main Street. Times vary. Dallas County Election Day Voting Rockwall County Early Voting will be held at the Rockwall County Library located at 1215 E. Yellowjacket Lane in Rockwall. Times vary. Rockwall County Election Day Voting will be held at the new Utility Customer Service Center located at 6602 Dalrock Road in Rowlett from 7am to 7pm. The Library will have a Book Sale on Saturday, November 4 from 10 am to 5 pm. Join the Friends of the Library for early access to the Book Sale on Friday, November 3. This item was approved on the Consent Agenda. 5B. Consider actionapproving an election services contract. Consider: action to approve ar resolution approving the Election Services Contract with the Rockwall County Elections. Administrator to provide elections services and to administer the City's Special Election for Rockwall County voters within the City for the November 7, 2023 Constitutional Amendment Special and Joint Election, and runoff election, if necessary. Councimember Bowers stated the new Utility Customer Service Building would be open for Election Day voting in Rockwall County on November 7, 2023; early voting will be at the Rockwall County Library. City of Rowlett 11490 A motion was made by Councilmember Bowers, seconded by Councilmember Britton, to approve the item as read. The motion carried with a unanimous vote of those members present. The item was approved as RES-113-23. 5C. Consider action approving software maintenance and support services for the Police Department. Consider action to approve a resolution authorizing the City Manager to execute a purchase order for annual software maintenance and support services for the Police Department's software applications in the amount of $193,439.74. This item was approved on the Consent Agenda as RES-114-23. for infrastructure backup and offside Disaster Recovery Plan. 5D. Consider action approving the purchase of online data storage, support and maintenance Consider action to approve a resolution authorizing a purchase order in the amount of $120,000 to an information technology vendor for online data storage, support and maintenance for infrastructure backup and offsite Disaster Recovery Plan and authorizing the City Manager to execute the necessary documents to purchase said services. Consider action to approve a resolution in the amount of $70,184.96 for cybersecurity assistance and protection services and to authorize the City Manager to execute the necessary documents to purchase said services. Consider action to approve a resolution approving the fourth annual payment in an amount not to exceed $230,000 for an eight-year maintenance cost plan with Motorola and the City of Garland for Rowlett's portion of the aran.MesquleRowet. Consider action approving a contract for medical control and continuing education for the Fire Department. Consider action to approve a resolution approving the fourth annual renewal of the 5-year contract with The Medical Center of Plano (MCP) for medical control and continuing education services for the Fire Department in the amount of $80,600.00. Consider action authorizing the acceptance of grant awards and to execute the necessary regional equipment transfer agreement. Consider action to approve a resolution authorizing the City Manager to accept the ST/CP-2023 SHSP- City of Rowlett - PWERT Cache Enhancement #1 (#4827301)grant award in the amount of $25,000.00 and the ST/CP - 2023 SHSP - City of Rowlett - PWERT Cache Enhancement #2 (#4827501) grant award in the amount of $19,000.00, and accepting and approving regional equipment transfer agreements for grant awarded equipment under the 2023 State Homeland Security Program.
