Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Bowers, Councilmember Britton and Councilmember Schupp 1. CALL TO ORDER Mayor Margolis called the meeting to order at 7:00 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.071 (Consultation with Attorney) to seek legal advice from the City Attorney regarding the Waterview Golf Course and thet terms of the lease agreement between the City and American Golf Corporation. Presentation of Proclamation recognizing November 4th as Texas Arbor Day. Councilmember Schupp presented the proclamation to members of the Parks and Recreation Department, as well as Rebecca Day, a member of the Parks and Recreation Advisory Board. Consider action to approve a resolution accepting the bid of and awarding a contract to Quality Excavation, LLC, in the amount of $1,330,084 with a ten percent (10%) contingency amount of $133,008.40 and up to $18,000 for an early completion bonus, resulting in a total project budget of $1,481,092.40 for construction of the Country Aire Estates Reconstruction Phase 1 Project, and authorizing the Mayor to execute the necessary documents for said services. Mr. Arendt presented the information for this item in conjunction with Items 6B and Amotion was made by Deputy Mayor Pro Tem' Winget, seconded by Mayor Pro' Tem Shinder, to approve the item as presented. The motion passed with a unanimous vote of those pursuant to the Service and Assessment Plani for the Bayside PID. 6C. members present. This item was approved as ORD-032-23. 6B. Consider action to approve an ordinance adopting changes to the Bayside Public Improvement District (PID) Service and Assessment Plan including the annual update to the Assessment Roll and levy of assessments on property int the PID pursuant to the Service and Assessment Plan for the Bayside PID - South Improvement Area. This Item was presented in conjunction with Item 6A. Discussion was had regarding Table II-C-1. It was noted that the allocations of the assessments and the calculations were not impacted by the incorrect information on the table. Amotion was made by Deputy Mayor Pro Tem Winget, seconded by Councilmember Britton, to approve the item as presented with the exception of Table II-C-1 which should reflect the same estimated buildout value and number of units for 2022-2023 as it does in 2023-2024 and therefore reflect no variance. This Item was presented in conjunction with Item 6A. Amotion was made by Deputy Mayor Pro Tem Winget, seconded by Mayor Pro Tem Shinder, to approve the item as presented. Consider action to approve a resolution accepting the proposal of and awarding a contract to Olsson Studio int the amount of $ 75,000 for the Downtown Rowlett Strategic Plan. Melinda Bartram spoke regarding desired outcomes of the strategic plan and introduced Vivian Fung, Project Manager and Ken Boone, Principal in Charge, with Olsson Studio.
