Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Bowers, Councilmember Britton and Councilmember Schupp 1. CALL TO ORDER Mayor Margolis called the meeting to order at 6:00 p.m. 2. WORK SESSION 2A. Annual Presentation from the Rowlett Chamber of Commerce. (25 minutes) Chamber of Commerce Chair-Elect Stephen Causey presented this item, in conjunction with Laura Keasling, Membership Experience and Engagement Director. Spoke regarding the Chamber of Commerce's strategic plan including being a voice of the businesses, membership growth, tourism, workforce/talent development, community synergy, and marketing and communications. 2B. Consider an action to approve a resolution entering into a three-year Cooperation Agreement with the Rowlett Chamber of Commerce effective November 21, 2023. (20 minutes) Brittany Farr, Director of Economic and Community Engagement presented this item. Spoke regarding the high-level changes to the agreement. Stated the proposed Cooperative Agreement modifies the Lease Agreements expiration date to coincide with the expiration of the Cooperative Agreement on September 30, 2026. Questions were asked about the number of Chamber Board members, the reduction of the annual payment to the Chamber of Commerce, references to the participant fee, and the use oft the Rowlett Community Centre for Thursday evening events. Aconsensus wasi reached to approve the agreement: as presented but with an amendment to waive fees for the Candidate Forum if the Forum is held in a City facility. 2C. Seek direction from the City Council regarding the use of the Coyle House located at the Rowlett Community Centre. (20 minutes) Citizen Input: 1. Mark Engen - Rowlett - spoke regarding the Coyle House and Keep Rowlett Beautiful David Hall, City Manager, presented this item. Spoke regarding the potential uses of the Coyle House as a publicr rental facility; a shared Council workspace; or to use as both a public facility and shared Council workspace. Discussed the cost of the rehabilitation, the purpose of the facility, the City of Rowlett 11504 need for a Council workspace, the requirement for annual upkeep and planning for future costs, the need for someone to be at the Coyle House daily, and the possibility of renting office space. Aconsensus was reached tor restore the Coyle House to be used as aj public facility. Mr. Hall stated staff will begin an analysis of the cost. Once compiled, the information will be provided to the City Council for further conversations and decisions. 2D. Discuss the potential location of the Public Safety, Animal Services and Municipal Complex buildings. (30 minutes) David Hall, City Manager, presented this item. Spoke concerning the proposed Miller Heights site location, an opportunity to maximize the City's investment to facilitate development of a municipal complex without additional bonding, without a tax rate increase, and without using operational funds; the Herfurth Park site location being a more favorable location. Comments were made regarding keeping the municipal complex on Main Street, the enhancements to Herfurth Park, the underground utilities, the project build would not occur in phases, and the need for sculptures to be added toi the project. Ac consensus was reached toi issue a Request for Quotation (RFQ) in January 2024. 3.
