Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Counciimember Reaves, Councilmember Britton and Councilmember Schupp 1. CALL TOORDER Mayor Margolis called the meeting to order at 7:02 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.074 (Personnel Matters) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of the City Secretary and take any necessary action Convened into closed session at 7:02 p.m. Reconvened into open session at 7:27 p.m. related thereto. (20 minutes) INVOCATION The invocation was led by Councimember Britton. PLEDGES OF ALLEGIANCE The Pledges of Allegiance were led by Boy Scout Troop 646. 3. PRESENTATIONS 3A. Presentation of a Proclamation recognizing January 27, 2024, as International Holocaust Remembrance Day and a request to light the downtown water tower in blue and white. Mayor Margolis presented this item, along with Brittany Farr, Director of Economic and Community Engagement, Alex Koenig, Planning and Urban Design Manager, and members of the Rowlett Diversity, Equity and Inclusion Commission. Chair Susan Urrutia provided comments about this item. 3B. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. City of Rowlett 11515 Mayor Margolis made the following announcements. Trash pickup will be delayed by one day that week. City facilities will be closed in observance of Martin Luther King, Jr. Day on Monday, January 15. The City is accepting applications for the Rowlett Housing Finance Corporation through January Inp partnership with the Rowlett Diversity, Equity & Inclusion Commission, the Martin Luther King, Jr. Celebration will be held on Saturday, January 13 from 10am to 2pm at the Rowlett Community 19. Apply online at Rowlett.com. Centre. Little Sweetheart Dance is Friday, January 26. Register online now. The Community Emergency Response Team (CERT) is holding at two-day class on February 3 and Thanks to everyone who participated in the Library's Winter Reading Program. Consider action to approve minutes from the following City Council meeting(s): December 19, 2023 City Council Special Meeting and the December 19, 2023 City Council Regular Meeting. This item was approved on the Consent Agenda. Passed the Consent Agenda Amotion was made by Councilmember Britton, seconded by Deputy Mayor Pro Tem' Winget, including all the preceding item(s) marked as having been approved on the Consent Agenda. The motion carried with a unanimous vote of those members present. 6. INDIVIDUAL CONSIDERATION City of Rowlett 11516 6A. Consider action to approve a resolution appointing a City Secretary for the City of Rowlett, Texas, accepting and approving ane employment: agreement for a City Secretary, and authorizing thel Mayor to sign on the City's behalf. Richard Jones, Director of Human Resources, brought forth this item. Interim City Secretary Evette Whitehead provided comments regarding her appointment and role as the City Secretary. She spoke of her commitment and thanked her family, the City Council, and Several members of the City Council spoke regarding her dedication, stability and work ethic. City Manager Hall too spoke of Ms. Whitehead's unwavering dedication, commitment and An motion was made by Mayor Pro Tem Shinder, seconded by Deputy Mayor Pro Tem' Winget, to approve the item as presented. Consider action to approve a resolution casting the City of Rowlett's vote for the fourth member of the Board of Directors of the Dallas Central Appraisal District (DCAD) in its run-off election. Comments were received from several Councimembers. Amotion was made by Deputy Mayor Pro Tem Winget, seconded by Councilmember Britton, to approve the casting of votes for Brett Franks as representative to serve as a member of the Dallas Centra! Appraisal District Board of Directors. The motion passed with a unanimous vote of those members present. This item was approved as RES-002-24. MEMBERS OF THE CITY COUNCIL MAY REQUEST TOPICS TO BE PLACED ON AN AGENDA FOR A SUBSEQUENT MEETING. ANY DELIBERATION OR DECISION SHALL BE LIMITED TO A PROPOSAL TO PLACE TOPIC ON THE. AGENDA FOR A SUBSEQUENT MEETING.
