Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp 1. CALL TO ORDER Mayor Margolis called the meeting to order at 7:00 p.m. INVOCATION The invocation was led by Reverend Pam White, First Rowlett United Methodist Church. PLEDGES OF ALLEGIANCE The Pledges of Allegiance were led by the City Council. 2. PRESENTATIONS 2A. Veteran recognition - Edgar Marvin Hall Mayor Margolis, along with Chris Kizziar and Lori Coates, presented Mr. Hall with a certificate and quilt of valor. 2B. Proclamation recognizing Sanctity of Life Month. Councilmember Britton and Councimember Reaves presented this item, along with Deputy Mayor Pro Tem Winget, Councimember Schupp, Mayor Pro Tem Shinder, Stacy Reaves, with her children, Carolyn Berry with Restore Ministry, and Aniela Chis with the Human Coalition. 2C. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Mayor Margolis made the following announcements. The Downtown Strategic Plan is underway, and we want your input. There are two ways to get involved. First, take the Downtown Strategic Plan Public Survey, available through February 12, City of Rowlett 11519 and second, join us at the Public Open House at the Rowlett Community Centre on February 1, Bring your creativity to the Library this Saturday for their Maker Lab for ages 14 and up. Use the Library's Cricut craft machine, sublimation printer, 3D printer, sewing machines, or wood burning from 5:30 p.m. - 7:30 p.m. tools. The Maker Lab is open from 10 am to 5 pm. Citizens Police Academy begins February 15, registration is now open. Mayor Pro Tem Shinder presented the Pet Spotlight featuring Layla and Zulu and spoke regarding upcoming classes for the Rowlett Citizen Corps Council and Rowlett Amateur Radio Emergency Councilmember Bowers spoke regarding the successful use of the sensory tent, for children with Deputy Mayor Pro Tem Winget announced applications willl be accepted through January 19, 2024 Councilmember Britton re-introduced those who came forward for the reading of the proclamation. Consider action to approve minutes from the following City Council meeting(s): January 9, 2024 City Council Regular Meeting. This item was approved on the Consent Agenda. 4B. Consider action awarding a contract for storage tank rehabilitation. Consider action to approve a resolution accepting the bid of and awarding a contract to Viking Painting, LLC, in the amount of $718,700 with a ten percent (10)contingency amount of $71,870 and up to $15,000 for an early completion bonus, resulting in a total project budget of $805,570 for rehabilitation of the Rowlett Road Pump Station 3.0 Million Gallon Ground Storage Tank Project, and authorizing the Mayor to execute the necessary documents for said services. This item was approved on the Consent Agenda as RES-003-24. L City of Rowlett 11520 Passed the Consent Agenda A motion was made by Mayor Pro Tem Shinder, seconded by Councilmember Schupp, including all the proceeding item(s) marked as having been approved on the Consent Agenda. The motion carried with a unanimous vote of those members present. 5. INDIVIDUAL CONSIDERATION 5A. Conduct a public hearing and take action to approve an ordinance granting a request by property owner First Baptist Church' to 1) Rezone the subject property from General Office (0-2) District to Planned Development (PD) District for Multi-Family Attached Residential Townhouse (MF-TH); 2) Approve a Concept Plan to construct 61 Townhomes; 3) Amend the Comprehensive Plan; and 4) Amend the official Zoning Map of the City. The property is located northeast of the intersection of the President George Bush Turnpike and Main Street, consisting of 11 Acres of the Thomas Survey, Abstract 789 in the City of Rowlett, Dallas County, Texas. Cole Hedgecox, Rowlett - property owner The public hearing opened at 8:31 p.m. and closed at 8:36 p.m. with three speakers. Comments were made regarding access to the lake and restrictions on owner occupation. The City Council recessed at 7:47 p.m. and reconvened at 7:51 p.m. Additional comments were received regarding infrastructure; a traffic impact study; length of the driveway to the sidewalk; the electrical substation; and the drainage near the DART rail. A motion was made by Councimember Britton, seconded by Councilmember Schupp, to approve the item as presented. An amendment was made to the motion to add a six-foot minimum high wrought iron fence adjacent to the screening wall. The amendment was accepted by both Councilmember Britton and Councilmember Schupp. The motion passed with a6-1 vote (Shinder against). This item was approved as ORD-001-24.
