Municipal Building - 4000 Main City Councilmembers Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Community Investment Program Task Force (CIPTF) Members Present: Vice Chair Jeffrey Sheldon, John Cote, Richard Ford and Richard Kull. Absent: Chair Erik Ernst, Myranda Councimember Schupp. Congi, Asa Hadsell, Brian Hokanson, and Gale Roberge. 1. CALL TO ORDER Mayor Margolis called the meeting to order at 12:00 p.m. 2. WORK SESSION No one spoke at Public Input and no online Public Input forms were received. 2A. Presentation on the status of the Capital Improvement Program. (60 minutes) City Engineer Jeff Cohen and Capital Improvement Program (CIP) Manager Beena Jacob presented a power point on the status of the Capital Improvement Program projects from the 2015, 2018, 2021, and 2023 Bond Elections. Comments were made by Council regarding the various projects over the years. Mayor Margolis asked for a Work Session item to be scheduled with Keep Rowlett Beautiful regarding the Early Learning Center (ELC) within the next two months. 2B. Discussion of debt management strategies. (60 minutes) City Manager Hall gave an overview of the Debt Management item stating it would be a paradigm shift int the way the City invests funds and increases debt capacity, the way the City structures debt and the practical utilization of alternative debti issuance, giving options for more flexibility.
