Municipal Building = 4000 Main  Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Capital Improvement Program Task Force Present: John Cote, Richard Ford, and Richard  Counci/member Schupp  Kull  1.  CALL TO ORDER  Mayor Margolis called the meeting to order at 6:00 p.m.  2.  CITIZENS INPUT  No public or online comments were received.  3.  WORK SESSION  3A. Discussion of Debt Management Strategy Implementation and Ballot Propositions in support of recommendations from the Capital Improvement Program Task Force. (30 minutes) Assistant City Manager Kristoff Bauer made the presentation reviewing: 1. General Fund Capital Purchases - Revised Process, 2. Debt Management = Implementation of Strategies, 3. CIP Ballot Measure - Size and Composition, and  4. Next Steps.  Questions and discussion regarding the presentation topics followed. Council asked staff to create a policy that defines debtr management for the City. Council also asked staff to have training for the Mayor Margolis called a recess at 6:55 p.m. for Council to rank 11 proposed Capital Improvement Projects (CIP) and reconvened at 7:14 p.m. Discussion followed regarding the ranked projects. DISCUSS CONSENT AGENDA ITEMS FOR FEBRUARY 6, 2024 CITY COUNCIL MEETING. Item 5B will be removed from the Consent Agenda to be considered individually.  public ont the proposed debt management strategy.  4.
