Municipal Building = 4000 Main  Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget,  Councilmember Bowers and Councilmember Schupp Absent: Councilmember Reaves and Councilmember Britton  1.  CALL TO ORDER  Mayor Margolis called the meeting to order at 6:00 p.m.  2.  CITIZENS INPUT  One online publici input email was received for this meeting. One individual spoke during Citizens' Input. 1. David Holl, Rowlett- parks WORK SESSION  3.  3A. Discussion of Debt Management Strategy Implementation and Ballot Propositions in support of the  City's Capital Improvement Program.  Kristoff Bauer, Assistant City Manager, presented this item.  Discussion was hadi regarding erosion control, maintenance at the Rowlett Community Centre, debt strategy, streetlights on Lakeview Parkway, the removal of the trail language for the Parks proposition, adjusting the order of the propositions for the ballot and the addition of a separate DISCUSS AGENDA ITEMS FOR FEBRUARY 16, 2024 SPECIAL CITY COUNCIL MEETING.  proposition for the streetlights.  4.  There was no discussion.  TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDIEXECUTIVE SESSION  MATTERS ADJOURNMENT  5.
