Municipal Building - 4000 Main  Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and  Councilmember Schupp CALL7 TOORDER  1.  Mayor Margolis called the meeting to order at 6:00 p.m.  2.  CITIZENS INPUT  No online public input emails were received for this meeting. One individual spoke during Citizens' Input. 1. Dave Holl, Rowlett - Capital Expenditures INDIVIDUAL CONSIDERATION  3.  3A. Consider action to approve an ordinance calling a special bond election to bel held on May 4, 2024,  and establishing the ballot language for the propositions therein.  Wendy Badgett, Financial Services Director, presented this item. Four Propositions will be included  on the May 4, 2024 Special Bond Election: 1. Proposition A -$35 million for streets and roads, 2. Proposition B - $8.5 million for parks and recreational facilities, 3. Proposition C-$ $4.7 million for public safety facilities and,  4. Proposition D-$ $3.15 million for street lighting on Lakeview Parkway and possible other major A motion was made by Deputy Mayor Pro Tem Winget, seconded by Councilmember Schupp, to approve the item as presented. The motion passed with a unanimous vote of Mayor Margolis and the Council commented on the extraordinary effort that went into the proposition process by the Capital Improvement Program Task Force. Mayor Margolis noted that this is a great day for progress in the City of Rowlett and one of the largest allocations of funding  thoroughfares.  those members present. This item was approved as ORD-003-24.  for capital projects without a tax increase.
