Municipal Building - 4000 Main  Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and  Councilmember Schupp CALL TO ORDER  1.  Mayor Margolis called the meeting to order at 6:00 p.m.  2.  CITIZENS INPUT  One online public input email was received for this meeting. Four individuals spoke during Citizens' Input. 1. Dave Holl - Item 3B 2. Susan Urrutia - Item 3B 3. Diana Moore - Item 3B 4. Jaquelyn Vitosh - Item 3B WORK SESSION  3.  3A. Recommendation to Award Recipients of the Cultural Arts Grant and the Gary Alexander Arts in  Education Grant. (5 minutes)  Laura Tschoerner, Library Director and Laura Keasling, Arts and Humanities Commission Chair, presented this item. The Commission recommended grants be awarded to Artists Round Texas, Rowlett Summer Musical Theatre, Rowlett High School Art Department, Rowlett High School Theater Department, and Giddens-Steadham Elementary Honor Choir. The grant awards will be  presented at the March 19, 2024 City Council meeting.  3B. Boards and Commissions Subcommittee Report and Recommendations. (45 minutes)  Mayor Pro Tem Shinder, along with Councimember Bowers and Councimember Schupp, presented this item. Discussion was had regarding potential title modifications to some boards/commissions, eligibility and training requirements, term limits, adjusting the appointment  date, member attendance, various language updates.  City of Rowlett  11537    The subcommittee will gather additional input by meeting with the Rowlett Diversity, Equity and Inclusion Commission, City Staff and citizens. This item will be brought back to a future Work DISCUSS CONSENT AGENDA ITEMS FOR FEBRUARY 20, 2024 CITY COUNCIL MEETING. Item 5F will be removed from the Consent Agenda to be considered individually.  Session for further discussion.  4.
