Municipal Building. - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Counciimember Schupp CALL TO ORDER 1. Mayor Margolis called the meeting to order at 7:00 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene into Executive Session pursuant to the Texas Government Code, $551.074 (Personnel) to deliberate on the evaluation, duties, and Employment Contract oft the City Manager. (45 minutes) (THIS ITEM WILL BE DISCUSSED FOLLOWING THE REGULAR SESSION.) 2B. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.071 (Consultation with Attorney) to consult with and seek legal advice from the City Attorney regarding the Waterview Golf Course and the golf course lease with American Golf Corporation. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Mayor Margolis made the following announcements. Early voting for the March 5, 2024 Primary Election began today, Tuesday, February 20 and will end on Friday, March 1. Check rowlett.com for all information regarding early voting. The Spring Lunch on the Lawn Series kicks off on Monday March 4. Consider action to approve the purchase of land and construction easements for right-of- way expansion and construction of dedicated turn lanes. Consider action to approve a resolution approving the acquisition of right-of-way from 4600 Miller Road for the Right Turn Lane at Miller Road & President George Bush Turnpike in the amount of- $36,971.00, authorizing the Mayor to sign any necessary instruments on the City's behalf, and authorizing the City Manager to issue appropriate purchase orders in conformance with the resolution. Consider action to approve a resolution approving the acquisition of right-of-way (ROW) from 2009 Chiesa Road, 2007 Chiesa Road, 1937 Chiesa Road, 1919 Chiesa Road, 1917 Chiesa Road, 7606 Bob White Drive, and 7802 Meadowlark Lane for the Chiesa Widening (Dalrock to Miller) Project in the amount of $558,789.50, authorizing the Mayor to sign any necessary instruments on the City's behalf, and authorizing the City Manager to issue appropriate purchase orders in conformance with the resolution. This item was approved on the Consent. Agenda as RES-008-24. 5E. Consider action to authorize the settlement of a condemnation case. Consider action to approve a resolution authorizing settlement of the Rowlett V. Martinez condemnation case and to acquire an easement for the instalation, construction, operation, maintenance and repair of a sanitary sewer mail line connecting the Trails at Cottonwood subdivision to the City's sanitary sewer system; and authorizing the mayor to sign necessary documents. This item was approved on the Consent Agenda as RES-009-24. 5F. Consider action to approve the issuance of debt by the Rowlett Housing Finance Corporation. City of Rowlett 11541 Consider action to approve a resolution approving the issuance of debt by ani instrumentality oft the Rowlett Housing Finance Corporation (RHFC) in an amount not to exceed $3,500,000 for the Lakeview Seniors Project. This item was removed from the Consent Agenda to be considered individually. Deputy Mayor Pro Tem Winget spoke regarding this item and recommended tabling until the loan Melissa Fisher, RISE Residential Construction LP, President, and Bill Fisher, Sonoma Housing Advisors, provided information on the project including the reason for the loan, the project's completion date, current litigation following the fire, retainage liens, meeting IRS codes, and PILOT A motion was made by Mayor Pro Tem Shinder, seconded by Councilmember Schupp, to postpone this item to the March 5, 2024n meeting. (C-1). The approximately 171-acre site is located at the northeast corner of the President George Bush Turnpike and Merritt Road, ini the City of Rowlett, Dallas County, Texas. This item was approved on the Consent Agenda as RES-011-24.
