Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp 1. CALLTOORDER Mayor Margolis called the meeting to order at 6 p.m. 2. CITIZENS' INPUT Ten online Public Input emails were received. One individual spoke during Citizens' Input. 1. Betsy' White spoke about Bonds and Parks Master Plan. 3. WORK SESSION (60 minutes) 3A. Presentation From Design Architect Candidate Firm Parkhill for the Municipal Complex Project. Scott Nelson andi the team from Parkhill Architects gave their presentation to Council fori the design of Rowlett's Municipal Complex. Other Parkhill team members were Jason Bennett, Chris Tribble, James Williams, Special Team of Brian Berryhill and Tyler Joseph from Roth Sheppard. Architects, and Mike Bernard of Shelter Planners of America. Parkhill proposed three different approaches to the design of the Municipal Complex. After the presentation, Council questioned the team about the various designs. Mayor recessed at 7:01 p.m. and resumed the meeting at 7:07 p.m. 3B. Presentation From Design Architect Candidate Firm Hoefer Welker for the Municipal Complex Project. (60 minutes) James Beers and the team from Hoefer Welker gave their presentation to Council for the design of Rowlett's Municipal Complex. Other Hoefer Welker team members were Jeff Hall, Steve Janeway, Don' Wertzberger, Ashley Langenfeld, Sarah Boman, Brian Haynes, Dorthy Witmeyer and Charlie Howell. Hoefer Welker proposed two design concepts for the Rowlett Municipal Center. After the presentation, Council had questions for the team about the designs. Mayor recessed at 8:08 p.m. and resumed the meeting at 8:14 p.m. Clty of Rowlett 11550 3C. Presentation From Design Architect Candidate Firm BRW for the Municipal Complex Project. (60 minutes) The team of architects from BRW gave their presentation to Council for the design of Rowlett's Municipal Complex. BRW team members are Stephen Hilt, Ric Ruiz, James Hamilton, Chris Sano, Brian Halsell, and Michael Barnard. BRW proposed three design concepts for the Rowlett Municipal Center along with 3D visuals SO Council could get a better idea of how the Complex would be laid out. After the presentation, Council had questions for the team about the designs. Mayor recessed at 9:20 p.m. and Council will reconvene in Executive Session at 9:25 p.m. in the City Hall Conference Room. Reconvened into Work Session following the Executive Session at 9:38 p.m. Council deliberated, discussed, and graded the three architect firms that gave presentations for the Municipal Complex Project. 3D. Discuss publicly accessible property located south of Miller Road and east of Sunrise Drive, at approximately 4988 Miller Road. (20 minutes) Discussion ensued by Council concerning this area on Miller Road and Lake Ray Hubbard. Many citizens weighed in on the subject to Councimembers, some for blocking the area from residents and visitors, most for keeping it open to residents and visitors for fishing and family time. City Manager Hall gave a perspective on the area and proposed talking with staff to come up with a DISCUSS CONSENT AGENDA ITEMS FOR MARCH 19, 2024 COUNCIL MEETING. complete solution and report back to Council at a later meeting. 4. No items were pulled on the March 19, 2024 Consent agenda. TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDIEXECUTIVE SESSION MATTERS No action was taken following the Executive Session. 5.
