Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp 1. CALL TO ORDER Mayor Margolis called the meeting to order at 7:00 p.m. 2. EXECUTIVE SESSION INVOCATION The invocation was led by Rev. Ann Dotson of First Christian Church. PLEDGES OF ALLEGIANCE The Pledges of Allegiance were led by the City Councimembers. 3. PRESENTATIONS 3A. Presentation of Grants from the Arts and Humanities Commission. Deputy Mayor Pro Tem Winget presented this item along with Library Director Laura Tschoerner and Arts and Humanities Commission Chair Laura Keasling. Grants are awarded each year to local' cultural arts groups in addition to public and private schools in Rowlett. The Commission is awarding $3500 to local schools and $3000 to local cultural arts groups. Gary Alexander Arts and Education Grants presented to: Rowlett High School Art Department received a $900 grant. Principal Blakey accepted the grant. Rowlett High School Theater Department received a $1600 grant. Head of Theater Arts Department Giddens-Steadham Elementary Honor Choir received a $1000 grant. Music teacher Juliana Rowlett Summer Musicals received a $2000 grant. Director Janelle Sheppard accepted the grant. Brian Holder and Principal Blakey accepted the grant. Wagner accepted the grant. City of Rowlett 11552 Artist 'Round Texas received a $1000 grant. Debra Johnson accepted the grant. Deputy Mayor Pro Tem announced the Rowlett Sings event and thanked the Arts and Humanities Commission for awarding these grants. 3B. Present Proclamation for National Surveyors Week. Mayor presented the proclamation for National Surveyors Week to Marcos Madrid along with his son. 3C. Presentation of Proclamation recognizing the month of March 2024 as Women's History Month. Councimember Bowers and members oft the Rowlett Diversity, Equity, and Inclusion Commission presented the proclamation for Women's History Month to Officer Diana Bell, Rowlett's most tenured woman police officer, on behalf of all Rowlett Police Department female officers. Rowlett police officers are made up of 22% womenofficers, well above most cities. Members oft the Rowlett Police Officers joined in recognizing Women's History Month. Susan Urrutia, Chair of RDEIC also spoke. The Water Tower was liti in purple on March 8, 2024 in honor of International Women's Day and Women's History Month. 3D. Presentation of Proclamation for Neurodiversity Week. Mayor Pro Tem Shinder and members of the Rowlett Diversity, Equity and Inclusion Commission presented the proclamation for Neurodiversity Week to Tom Shinder. Mr. Shinder spoke about the cognitive differences ini individuals and the ways information is perceived and processed. 3E. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Deputy Mayor Pro Tem' Wingett made the following announcements: City Secretary's Office - Only a few more weeks to register to vote on May 41 for the City's Bond Economic & Community Engagement - Easter Pup-a-palooza is this Friday, March 22 from 6pm - 9pm at Scentral Bark Dog Parkl There will be great food and market vendors, free giveaways, and The following day, on Saturday, March 23, it's the Easter Egg-stravaganza at Pecan Grove Park from 10am to Noon. We'lll have egg hunts catering to different age groups and abilities. Consider action approving a resolution for utility bill print and distribution services. Consider action to approve a resolution authorizing the City Manager to issue purchase orders for utility bill print and distribution services to DataProse, LLC, through a cooperative purchasing agreement with the City of Plano for the period of February 2024 through January 2025 for an estimated amount of $170,000 and execute the necessary documents for said services. This item was approved on the Consent Agenda as RES-015-24. 5B. Consider action approving a resolution for engineering design work with the Martin Drive/SH-66 Pedestrian Project. Consider action to approve a resolution issuing Task Authorization FY24-LEE-01 in the amount of $89,320 to Lee Engineering, LLC, for the engineering design work associated with the Martin Drive/SH66 Pedestrian Signals Project and authorizing the Mayor to execute the necessary documents for said services. This item was approved on the Consent Agenda as RES-016-24. 5C. Consider action approving a resolution for the acquisition of right-of-way for the Chiesa Widening Project. Consider action to approve a resolution approving the acquisition ofr right-of-way from 7502 Garner Road, 1933 Chiesa Road, 7401 Tulane Drive, and' 7818 Bob White Drive for the Chiesa Widening (Dalrock to Miller) Project in the amount of $257,762.50, authorizing the Mayor to sign any necessary instruments on the City's behalf, and authorizing the City Manager to issue appropriate purchase orders in conformance with the resolution. Consider action approving a resolution for the purchase of a traffic signal controller and cabinet at Sapphire Bay Blvd. and I-30. Consider action to approve a resolution approving the purchase of a traffic signal controller and cabinet in the amount of $181,120 for the Sapphire Bay Boulevard bridge traffic signals at IH-30 and authorizing the City Manager to issue appropriate purchase orders in conformance with the resolution. Consider action to approve a resolution approving the acquisition of right-of-way from 4718, 4720, 4302, and 4405 Industrial Street and 4624 Lakeview Parkway in the amount of $122,543.00 fort the East Industrial Street Improvement Project, authorizing the Mayor to sign any necessary instruments on the City's behalf, and authorizing the City Manager to issue appropriate purchase orders in conformance with the resolution. Conduct aj public! hearing and take action to City Council on a request by Roberto Ortiz for a Special Use Permit (SUP) to allow for an existing accessory structure having an area greater than 500 square feet on a property zoned Form-Based Rural Neighborhood (FB-RN). The property is addressed as 8906 Merritt Road. The approximately 0.52-acre site is located northwest of the intersection of Hickox and Merritt Roads, out of the Richard Copeland Survey, ABST. No. 229, in Planning Manager Alex Koenig presented this item. Applicant Roberto Ortiz answered questions AI motion was made by Mayor Pro Tem Shinder that Council approve the Special Use Permit (SUP) to allow for an enclosed 1500 square foot accessory structure at 8906 Merritt Road with the condition that the property must be platted, and all necessary permits must be obtained.
