Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp CALL TO ORDER 1. Mayor Margolis called the meeting to order in the Council Chambers at 6 p.m. 2. CITIZENS' INPUT 12 Public Input emails were received for this meeting. 17 citizens spoke during Citizens' Input. 1. Receive input from the Rowlett Diversity, Equity, and Inclusion Commission (RDEIC) regarding a proposed name change by members of the City Council Boards & Commissions Review Subcommittee. (30 minutes) City of Rowlett 11558 Mayor Pro Tem Shinder opened with remarks regarding the subcommittee and that it was appointed to review the Boards and Commissions Handbook. MPT Shinder stated that tonightwas At 6:56 p.m. Susan Urrutia, chair oft the Rowlett Diversity, Equity and Inclusion Commission called RDEIC to order and spoke regarding the importance of having the name that shows inclusivity and equity to all people of Rowlett. Ms. Urrutia remarked that all people need to be educated on the meaning of equity instead of taking the word out of the Commission's name. She mentioned that several prominent companies arer notmoving away from supporting ja diversity, equity andi inclusion Ten members of RDEIC spoke regarding the potential name change of the Commission; the importance of their name; on the definition of equity and equality; on what is the face of Diversity, Equity and Inclusion; that equity brings everyone to the same playing field. Commission members reiterated that words have meaning, they represent people from all around Rowlett, and celebrate Councilmembers responded with many thanks to the RDEIC members for their comments and sharing their concerns and testimonies. Mayor Margolis recessed the meeting at 8:30 p.m. Reconvened in the City Hall Conference Room at 8:45 p.m. 3B. Discuss Funding Options for Wet Zone and Kids Kingdom Renovations (30 minutes) City Manager Hall presented the item along with a power point showing the condition and degradation of both parks. He pointed out that not a significant amount of capital investment is put into ther maintenance of these assets annually that have thousands of visitors each year. Discussion followed about the funding options outlined ini the power point for the Wet Zone and Kids Kingdom renovations. City Manager Hall reiterated to Council it is imperative to make repairs to both destination parks as soon as possible. Otherwise, these facilities will need to be closed indefinitely. These assets are listed as part of the Bond Election, Proposition B-F Parks and Recreation Projects for a total of $2.5M; $1.5M for the Wet Zone and $1.0M for Kids Kingdom. 3C. Seek direction from the City Council regarding the funding for repair oft the Coyle House located at the Rowlett Community Centre. (30 minutes) Assistant Director of Parks Kari Pacheco presented this item along with a power point to show the degradation of the Coyle House. Four options were proposed to Council: 1. Base Level Repairs - Approximate Cost $75,000-$100,000 2. Intermediate Level Repairs - Approximate Cost up to $150,000 3. Expanded Level Repairs - Approximate Cost $250,000+ 4. Demolition - Approximate Cost $10,000 Questions from Council followed and discussion followed. Counciimembers commented that the historical value of the Coyle House is important and it is needed for the community; we need to City of Rowlett 11559 invest int the future and keep our history alive. Councimember Bowers commented that if we can't maintain the Coyle House, there is the option of demolition. She stated she is a huge fan of the Coyle House but if the City can't maintain it, it needs to go away. Councimember Britton commented that the Coyle House has such historical value but if we are going to keep it, let's do it right. Councilmember Schupp agreed. Council discussed moving the funding for the Environmental Mayor Margolis stated that all three assets: the Wet Zone, Kids Kingdom and the Coyle House, need to be enhanced for our citizens. Council approved the funding for repairs and renovations for Council approved Option 3 for the Coyle House and approved $1.5 million for the repairs and renovation. Council approved $2.5 million for the Wet Zone and Kids Kingdom repairs and renovations. Repairs on the Wet Zone and Kids Kingdom will start right away. DISCUSS CONSENT AGENDA ITEMS FOR APRIL 2, 2024 CITY COUNCIL MEETING. TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDEXECUTIVE SESSION Learning Center (ELC) to the Coyle House repairs. Council agreed. the Wet Zone, Kids Kingdom and the Coyle House. 4. MATTERS No action was taken. Councimember Schupp requested an update on the ELC be brought to a future Council meeting. Councilmember Bowers and Deputy Mayor Pro Tem Winget seconded the request.
