Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp CALL TO ORDER 1. Mayor Margolis called the meeting to order at 7:00 p.m. 2. EXECUTIVE SESSION INVOCATION The invocation was led by Pastor Salas of Church in the City. PLEDGES OF ALLEGIANCE The Pledges of Allegiance were led by the City Councimembers. 3. PRESENTATIONS 3A. Presentation of proclamation recognizing National Library' Week, April 7-13, 2024. Councimember Bowers presented this item along with Library Director Laura Tschoerner. 3B. Presentation of a proclamation recognizing the month of April as Autism Acceptance Month and a request to light the downtown water tower in blue. Deputy Mayor Pro Tem Winget presented this item along with Economic and Community Engagement Director Brittney Farr and members of the Rowlett Diversity, Equity and Inclusion Commission. 3C. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Councilmember Schupp made the following announcements: City of Rowlett 11561 City Manager's Office - The City will hold two public meetings at City Hall this April to learn more about the 4 propositions on the May 4th Bond election. Those meetings will both be held at 6:30 City Secretary's Office The last day to register to vote in the upcoming May 4th Bond Election is Economic & Community Engagement - The Spring Farmers and Crafts Market starts this Thursday and runs every week through June 27h on the Downtown Green from 5:30 - 8:30 p.m. Enjoy a Kid Fish is this Saturday, April 6th from 9 a.m. - 12 p.m. at Community Park. 500 pounds of catfish will be released into the pond at Community Park prior to the event, and awards will be given to the The Total Eclipse Watch Party is Monday April 8th from 12 - 3 p.m. on the Downtown Green. Activities include a live DJ, rocket ship bounce house, food trucks and educational programs. Free solar eclipse glasses will be provided by the Rowlett Public Library for event attendees, while Library - April is Food for Fines month at the library. Conduct a public hearing on a request by Alvie Plumlee for a Special Use Permit to allow an enclosed accessory structure with an area greater than 500 square feet and not to exceed 2,500 square feet on a property zoned Form-Based Rural Neighborhood (FB-RN). The property is addressed as 8914 Merritt Road. The approximately 1.128-acre lot is situated northwest of the intersection of Merritt Road and Hickox Road, also described as Plumlee Addition No. 2i in the City of Rowlett, Dallas County, Texas. Planning Manager Alex Koenig presented this item. The public hearing opened at 7:47 p.m. and closed at 7:47 p.m. with no speakers. 6B. Councimember Britton mentioned he asked in January 2024 to have the supplemental auxiliary structure ordinance placed on an upcoming agenda, buti it hasn't happened.
