Municipal Building = 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp CALL TO ORDER 1. Mayor Margolis called the meeting to order at 6 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.071 (Consultation with Attorney) to consult with and seek legal advice from the City Attorney regarding the economic development incentive agreement and possible litigation involving Allofour Heritage House, LLC (La Hacienda Restaurant). (15 minutes) 3. CITIZENS INPUT There were no Public Input emails received for this meeting. No citizens spoke during Citizens' Input. 4. WORK SESSION City Council will deliberate on and may receive publici input on the following items: 4A. Annual presentation from the Rowlett Youth Advisory Council. (30 minutes) Assistant Parks Director Kari Pacheco along with the Rowlett Youth Advisory Council Chair, Reagan Duke, made their annual presentation to Council. Highlights of the presentation included the 2023-2024 Goals and Accomplishments along with the Youth Advisory Council's 2024-2025 Accomplishments were: Participated with Rowlett's Light Up Main and the Trunk or Treat events; Represented the City of Rowlett at the Youth Advisory Commission Summit; Learned about the City of Rowlett and what it offers to citizens and visitors; Hosted two voter registration drives with the Rowlett Diversity, Equity and Inclusion Commission; Supported Parks Board with Arbor Day Plans. event; and Held annual food drive for Hop Hand Pantry. City of Rowlett 11565 4B. Discuss a proposed ordinance imposing a Special Use Permit requirement for car wash and vehicle service repair facilities. (20 minutes) Mayor Margolis presented this item and proposedamending: the Comprehensive Zoning Ordinance specifically regarding the regulation of "Car Wash Self-Service," "Car Wash Commercial," and "Vehicle Service and Repair Light" uses within certain zoning districts. This proposed amendment aims to regulate these services more strictly, ensuring they align with the City's planning goals and community standards while balancing the needs of business development with community and Discussion followed and Council came to a consensus to move forward with the amendment.
