Municipal Building = 4000 Main  Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, and Councilmember Schupp.  Absent: Councilmember Britton  1.  CALL TO ORDER  Mayor Margolis called the meeting to order at 6:00 p.m.  2.  EXECUTIVE SESSION  There were no items for this agenda.  3.  CITIZENS INPUT  No Online Input emails were received for this meeting. No citizens spoke during Citizens' Input.  4.  WORK SESSION  City Council will deliberate on and may receive public input on the following items:  4A. Present a mid-year budget update based on the Comprehensive Monthly Financial Report(CMFR)  for the period ending March 31, 2024. (120 minutes)  Financial Services Director Wendy Badgett, Assistant City Managers Becky Diviney and Kristoff Financial Services Director Badgett presented the mid-year budget overview covering General Fund Revenue Trends and Forecasts; Utility Fund Revenue Trends and Forecasts, other Funds Assistant City Manager Bauer presented the portion regarding water meters and covered the system, the problem and explained water meter reads, non-reads, zero reads and answered  Bauer presented this item. City Manager David Hall gave opening remarks.  and answered questions from Council.  questions from Council.  City of Rowlett  11573    Assistant City Manager Diviney presented the portion regarding actions the City will take tot fixf failed water meters, going forward in the future, and answered questions from Council. City Manager Hall stated a robust quality control measure is in place now. DMPT Winget suggested now is a good time for all departments across the City to audit their processes.
