Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp CALL TO ORDER 1. Mayor Margolis called the meeting to order at 6 p.m. 2. CITIZENS INPUT There were five Public Input emails received for this meeting. Six citizens spoke during Citizens' Input. 1. Cindy Ling 2. Dave Holl 3. Pamela Bell 4. Betty Engen 5. Mark Engen 6. Seth Fox WORK SESSION 3. 3A. Presentation from Rockwall County Commissioner Dana Macalik on the Rockwall County Strategic Plan 2050. (30 minutes) Rockwall County Public Information Officer Jim Barto presented the Rockwall County Strategic Plan 2050 to Council. The Goal: Forge al Plani to Guide Actions that Protect our County's Quality of Life. Mr. Barto gave the Project Overview along with al list of public workshops to be held atl Liberty Hall int the Rockwall County Court House from 5-7p.m. 3B. Annual Presentation of Activity from the Library Advisory Board. (20 minutes) Library Director Laura Tschoerner and Library Advisory Board Chair Vicki Stallcup-Causey presented this item. Members from the Library Advisory Board and Friends of the Library were in the audience also.Accompishments fort the last yeari included: 121,041 visits tot thel Library to check out 164,657 physical items; 58,515 digital items were checked out; CloudLibrary, a new eBook platform was added to the Library; circulation of all materials increased digital by 10.5% and physical by 8.4%. The Summer Reading Program experienced a 20.7% growth increase, the City of Rowlett 11575 highest number the program has ever had. The Board participates in many activities throughout Mayor Margolis called a recess oft the meeting at 7:10 p.m. and reconvened at 7:15 p.m. 3C. Annual Update from Keep Rowlett Beautiful (KRB) and Dan Roberts' Environmental Learning the year and visits other libraries to keep up with trends in libraries. Center (DRELC) Design and Site Plan. (25 minutes) Executive Director of Keep Rowlett Beautiful Martha Brown and President of Keep Rowlett Beautiful, Inc. Michelle Stoudt-Wright presented this item. Members of the Keep Rowlett Beautiful Board were present in the audience. Ms. Stoudt-Wright updated Council on the impact KRB has on Rowlett and its citizens including successful joint KRB/City Earth Day celebrations, Rowlett as al Bee City and a Tree City, Coyle House Adoption, as well as Lake Ray! Hubbard Cleanupy projects. The site plan for DRELCa and proposed DRELC Phasing plan was presented. It was recommended that Council reconsider the decision to reallocate funding away from the DRELC project. Mayor Margolis stated the rolls of the City and KRB would be defined and would meet again in the future to determine the best viable location and for City Manager Hall to coordinate what the City's involvement is or would be and to work with KRB to! hear their recommendations for the location of Mayor Margolis called a recess oft the meeting at 9:08 p.m. and reconvened at 9:16 p.m. the DRELC after this meeting. 3D. Wet Zone and Kids Kingdom Update. (30 minutes) Parks Director Brittney Farr presented this item. At the April 1, 2024 Council Work Session staff presented numerous issues within both park areas that necessitated immediate attention to restore safety, functionality and overall aesthetic appeal. At that time, Council approved $2.5M in various funding sources sO work could begin regardless of the outcome of the 2024 bond election. Staff has done evaluations on both parks and are engaging vendors for the needed repairs. Due to the extended time frame for vendors to get the needed parts and equipment to repair The Wet Zone, it DISCUSS CONSENT AGENDA ITEMS FOR APRIL 16, 2024 CITY COUNCIL MEETING. will not open for the 2024 season. 4.
