CALL TO ORDER Mayor Margolis called the meeting to order at 7:00 p.m. 2. EXECUTIVE SESSION There were no items for this agenda. 3. Present Proclamation recognizing the week of May 12-18 as National Police Week. Mayor Margolis presented this item and was joined by members oft the Rowlett Police Department. 4C. Present Proclamation recognizing the week of May 5-11 as Rowlett Detention Officers' Week. City of Rowlett 11577 Councimember Reaves presented this item and was joined by members of the Rowlett Police Department. 4D. Present Proclamation recognizing May 13-19 as National Salvation Army Week. E Councimember Britton presented this item and was joined by Sergeant Bernand Tolar from the Salvation Army. 4E. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Deputy Mayor Pro Tem Winget made the following announcements: CITY MANAGER'S OFFICE - Thank you for all who participated in the May 4, 2024 Election, all four bond propositions were approved by Rowlett voters. The unofficial results will be canvassed CITY SECRETARY'S OFFICE- Early Voting for the Joint Primary Runoff Election (from March 5 Primary Election) starts Monday, May 20 and goes through Friday, May 24. Voting Dayi is Tuesday, May 28 from 7am to 7pm. Check rowlett.com for information about the upcoming runoff election. ECONOMIC & COMMUNITY ENGAGEMENT- The Spring Farmers and Crafts Market continues this Thursday and runs every week through June 27th on the Downtown Green from 5:30-8 8:30 The Spring Smart Yard Competition has begun. Consider action to approve a resolution for an Interlocal Cooperation Agreement for municipal services between Rockwall County and the City of Rowlett. Consider action to approve a resolution approving an Interlocal Cooperation Agreement between Rockwall County and the City of Rowlett regarding municipal judge services for "No Refusal Weekends." No. 229, in the City of Rowlett, Dallas County, Texas. Planning Manager Alex Koenig presented this item for the second time to Council. The Public Hearing was opened by Mayor Margolis at 8:17 p.m. and with no speakers was closed at 8:17 p.m. 7B. The subject property is located northwest of the intersection of Chiesa and Miller Roads in the James Hobbs Survey, Abstract No. 571, and addressed as 3399 Chiesa road and 6921 Miller Road in the City of Rowlett, Dallas County, Texas. Planning Manager Alex Koenig presented this item and answered questions from Council. Of the 26-200 Foot Public Notices sent, there was one in opposition and two ini favor. Consider action to approve an ordinance amending the Master Fee Schedule to add a new fee for concrete batching plants within 2000 feet of an occupied residential structure. Item 7H was moved to the May 21, 2024 Council meeting. 71. Consider action to approve a resolution approving and adopting the amended City of Rowlett Boards and Commissions Handbook. Mayor Pro Tem Shinder made comments and a motion which was seconded by Councimember Britton. Discussion followed by Council.
