Municipal Building 4000 Main Present: Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councimember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp Absent: Mayor Margolis CALL TO ORDER 1. Mayor Pro Tem Shinder called the meeting to order at 7:00 p.m. 2. EXECUTIVE SESSION 2A. The City Counci shall convene into Executive Session pursuant to Texas Government Code, $551.087 (Economic Development) and $551.071 (Consultation with Attorney), to discuss an Economic Incentive Request in relation to property located at 4005 Coyle Street, Rowlett, Texas. Council convened into Executive Session at 7:02 p.m. ACTION ON CLOSEDIEXECUTIVE SESSION MATTERS Reconvened into Open Session at 7:44 p.m. and no action was taken. Reconvened into Executive Session at 8:36 p.m. and ended at 9:25 p.m. 3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY OR APPROPRIATE INVOCATION The invocation was given by Pastor Salas with Church in the City. PLEDGES OF ALLEGIANCE The Pledges of Allegiance were led by the Councimembers. 4. PRESENTATIONS 4A. Present certificate to Veteran Leon Johnson for Rowlett Veterans Recognition Program. City of Rowlett 11587 Veteran Leon Johnson was unable to be present at tonight's meeting. Deputy Mayor Pro Tem Winget made a motiont to postpone thisi item to ai future date, seconded by Councilmember Schupp. Motion passed with a hand vote, 6-0. Mayor Margolis was absent. 4B. Present proclamation recognizing May 27, 2024 as Memorial Day ini the City of Rowlett. Mayor Pro Tem Shinder and Councilmember Britton presented this item. 4C. Present proclamation recognizing the week of May 19-25, 2024 as National Public Works Week. Councimember Reaves presented this item and was joined by Assistant City Manager Rebecca Diviney and numerous staff members from the Rowiett Public Works Department. 4D. Present proclamation recognizing May as Mental Health Awareness Month. Deputy Mayor Pro Tem Winget presented this item. 4E. Update from the City Council and Management Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Councilmember Schupp made the following announcements: City Secretary's Office- Earlyvoting continues through Friday, May 24 and' Voting Dayi is Tuesday, May 28, 2024 for the Joint Primary Runoff Election (from March 5 Primary Election). Go to Economic & Community Engagement - Join us this Monday, May 27 at noon for a Memorial Day Community Gathering at Veterans Park in Downtown Rowlett in conjunction with the Kiwanis Club The Spring Farmers and Crafts Market continues in Downtown Rowlett. Swing by the Downtown Rowlett Green after work every Thursday from 5:30pm to 8:30pm to enjoy a variety oft food trucks and visit with local vendors, while shopping for crafts and more. Consider action approving the minutes. Consider action to approve minutes from the following City Council meeting(s): May 6, 2024 Work Session, May 7,2024 City Council Meeting, and May 14, 2024 Special Meeting. This item was approved on the Consent Agenda. 6B. Consider action to approve an Interlocal Agreement with Dallas Area Rapid Transit (DART). Consider action approving a resolution for the approval of an Interlocal Agreement t(ILA)with Dallas Area Rapid Transit (DART) for utilizing the services of the Volunteers in Police Service (VIPS) for identifying vehicles ini the DART Rowlett Station parking lot illegally parked without a permit. This item was pulled and moved to Individual Consideration. Amotion was made by Deputy Mayor Pro Tem Winget, seconded by Councilmember Britton, amending the resolution to authorize the City Manager to execute the Agreement on behalf of the City of Rowlett. The motion carried with a unanimous vote of those members present. This item was approved as RES-029-24. 6C. Consider action to approve a resolution authorizing the purchase of a concrete truck and mixer. Consider action to approve a resolution authorizing the City Manager to execute a purchase order to Bruckner Truck Sales for the purchase of a Concrete Truck and Mixer utilizing HGAC Contract #HT06-20 pricingi in the amount of $217,596.00. This item was approved on the Consent Agenda as RES-030-24. Consider action to approve an ordinance amending Section 10 Article 4 oft the Code of Ordinances Planning Manager Alex Koenig presented this item to Council.
