Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp CALL TO ORDER 1. Mayor Margolis called the meeting to order at 6 p.m. 2. CITIZENS INPUT One Public Input email was received for this meeting. Three citizens spoke during Citizens' Input. 1. John Parigi, Rowlett 2. Mark Taschek, Rowlett 3. Jill Gallops, Rowlett WORK SESSION 3. 3A. Annual Presentation of Activity from the Arts and Humanities Commission. (15 minutes) Library Services Director Laura Tschoerner and Arts and Humanities Commission (AHC) Chair Laura Keasling gave the presentation. Technical difficulties preventedi the PowerPoint presentation from being shown ini its entirety, however the presentation was sent to Council the following day. Ms. Keasling presented items the Commission has worked ont throughout the year - published their complimentary calendar with images from the previous year's AHC competitions and reported on these items: Cultural Grants given to Rowlett based cultural arts groups; Arts in Education Grants - Gary Alexander Arts in Education Grant = available to public and private schools in Rowlett; Writing Contest which is open to all Dallas and Rockwall county residents; and other items. Events such as Omament Decorating, Trombone Thanksgiving and Artist Exchange, and featured the new public art exhibit at Fire Station 2. She concluded with the Commission's Goals and Recommendations to the Council. 3B. Present and receive input regarding the Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program 2024 Annual Action Plan. (30 minutes) Assistant City Manager Kristoff Bauer and Executive Assistant/CDBG Coordinator Susan Nix presented this item. The CDBG Funding for 2023 was $270,740 and for 2024 was $300,623; HUD City ofF Rowlett 11591 applies a formula to determine allocation amount to cities. Mr. Bauer went over the 2023 Annual Action Plan Allocations and the 2024 Annual Action Plan Proposed Allocations. He covered the three National objectives of the CDBG Program - 1. Directly assist low-income persons; or 2. Prevent or Eliminate Slum and Blight; or 3. Urgent Community Need. HUD requires Grantees to conduct public meetings annually to solicit input regarding community needs and funding allocations. Two public meetings were held on May 29, 2024 with no attendees, the third will be held on July 16, 2024. Procedures and next steps are: 1. Receive Council direction and consensus to proceed with the proposed allocations for the 2024 CDBG Program; 2. Conduct a final Public Hearing and consider a resolution oft the 2024 Annual Action Plan on July 16, 2024; 3. Deliver the 2024. Annual Action Plan to HUD no later than August 16, 2024 and 4. FY25 - Develop and adopt 5-year Action Plan. Mayor Margolis called a recess at 6:32 p.m. and reconvened at 6:38 p.m. 3C. Hold a discussion andi receive direction on changes to procedureregarding a approyalofunpemited structures. (30 minutes) Community Development Director Cori Reaume presented this item along with Assistant City Manager Rebecca Diviney. Councimember Britton requested this item to be placed on a Work Session agenda. Staff evaluated the feasibility for retroactive approval of all structures and to give some relief to individuals. There are: some challenges and concerns to consider with this approach. Staff stated there is a process in place now for those individuals who have built a structure without ap permit. Discussion followed and Mayor Margolis took a tally of Council on two options: Option 1 - Stay with the current process, four Councimembers agreed; or Option 2 - Create an amnesty process, three Councilmembers agreed. It was decided to continue an offline conversation with staff. Mayor Margolis stated any Councimember could still place this item on a meeting agenda 3D. Consider action to approve an ordinance amending Section 78 Article X of the Code of Ordinances and have a formal vote. regarding the maximum fence height on double frontage lots. (30 minutes) Community Development Director Cori Reaume presented this item along with Assistant City Manager Rebecca Diviney. Councimember Britton requested this item to be placed on a Work Session agenda. Staff reviewed the regulations regarding reinstallation of fences deemed to be legally nonconforming. Current code limits rear-yard fencing on double frontage lots to a maximum height of 36 inches, which has prevented reinstallation of a 41 foot fence that was removed. Review oft this item brought forward possible implications for key lots, as well. Council decided to allow any existing fence being removed may be replaced with the same size fence. Examples: replace existing 41 foot with a 41 foot, 6 foot with a 6foot, etc. Staff will place this item on a future agenda for 3E. Hold a discussion and receive direction on amending Chapter 22 Article VIII of the Code of Ordinances regarding allowed parking surfaces for vehicles in residential neighborhoods. (30 Community Development Director Cori Reaume presented this item along with Assistant City Manager Rebecca Diviney. Councilmember Bowers requested this item to be placed on a Work Session agenda. Staff researched additional options for parking surfaces in liey of concrete, with concrete currently being the only permissible parking surface throughout the City. This standard was adopted in 2006 and has not been revised. Some recent studies urge cities to consider parking materials other than concrete for these reasons: Concrete is impermeable and exacerbates storm water runoff; concrete enhances the "heat island effect"; and the higher cost of concrete installation. Discussion followed and Councilmember Bowers commented this could be a simple way for citizens to improve a parking surface without using concrete. Councimember Schupp mentioned green pavement and it is a permeable surface but also more expensive than concrete. Mayor Margolis formed a subcommittee to explore permeable surfaces and report back to Council at a future meeting.
