Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember Schupp CALL TO ORDER 1. Mayor Margolis called the meeting to order at 7:00 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.071 (Consultation with Attorney) to consult with and seek legal advice from the City Attorney regarding the contract with the North Texas Municipal Water District. REƇONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY OR APPROPRIATE Ar motion was made by Counciimember Schupp to authorize Mayor Margolis to negotiate and sign a contract for services with Gregory Strategies LLC relating to matters of the legislative and executive branches of state government pertaining to North Texas Municipal Water District (NTMWD) on the terms discussed in the Executive Session. Motion was seconded by Councilmember Britton. The motion carried with a unanimous vote of those members present. INVOCATION Grace Parish. (meeting cancelled due to Strategy Session) Councimember Reaves recognized Skylar Jones, Miss Juneteenth, in the audience and noted Rowlett has the only Miss Juneteenth Pageant on this side oft the Trinity River. He also wished her good luck on behalf of all Council in the State Pageant later in the summer. The Public Notification Date was May 3, 2024 and zero responses were received to the 200 feet Legal Notice and three responses in opposition were received to the 500 feet Courtesy Notice. This item was considered by the Planning and Zoning Commission on May 14, 2024. The Commission recommended approval of the Planned Development by a vote of four Council asked questions after Mr. Koenig's presentation. Then Mr. Russell Ratterree, liaison, consuitant and broker for the applicant Mr. Thotakura, gave a presentation with an overview of the Munchies & Mutts development. He mentioned other truck food parks around the DFW area and the diverse experiences they provide. He stated the developer had met with the surrounding community three times and changed some of the plans due to their concerns. This development will be fully staffed with 40 employees. Council had questions regarding gated access toi the park, the restaurant, operating hours, entering and exiting, traffic on SH 66 (Lakeview Pkwy.), location of tot three. the dumpster, screening walls, fencing, etc. 7C.
