Municipal Building = 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, Councilmember Britton and Councilmember: Schupp 1. CALLTOORDER Mayor Margolis called the meeting to order at 7:00 p.m. INVOCATION The invocation was given by Pastor Ann Dotson of First Christian Church Rowlett. PLEDGES OF ALLEGIANCE The Pledges of Allegiance were led by the Councimembers. 2. PRESENTATIONS 2A. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Councimember Schupp made the following announcements: Economic and Community Engagement- Outof 688 entries from cities all around Texas, the City of Rowlett was honored to receive two first-place awards at the annual Texas Association of Municipal Information Officers (TAMIO) conference in San Antonio on June 6, 2024. Rowlett was presented with Best Special or One Time Program and Best Use of Humor for our Annual State of the City video, featuring Mayor Blake Margolis as "Mayor McFly" and City Manager David Hall as "Doc Hall". Special congratulations to Creative Services Producer Drew Rist, who was on hand to There are only two weeks left in our Spring Farmers and Craft Market series. The van leaves the Rowlett Community Centre at 9 a.m. Afterwards we'll enjoy lunch at Casita Tex Mex Bar and Grill. The cost is $5 per person and does not include lunch. Call 972-412- Public Works - Weather delays have slowed FCC Storm Debris efforts and completion is now anticipated on Saturday, June 29th. Residents are requested to please place brush and limbs on the curb in sections no longer than 6 feet. At this time, FCC has completed debris pickup for Monday, Tuesday, and Wednesday routes. They are now working on Thursday's route and anticipates taking the remainder of this week to complete. Next week, FCC will work to complete Friday's route. FCC has picked up over 500 tons of debris as of the end of last week and is Rowlett's Concrete Crew will be repairing panels in the Rowlett Community Centre parking lot starting this week. Work is scheduled for completion by June 27. The RCC, Pecan Grove Park, and Kids Kingdom all will remain open, but you'll notice some detours around the parking lot work Councimember Reaves presented the Featured Animal, ai tuxedo kitten named Bug. He alsor noted Councilmember Bowers challenged and encouraged everyone to participate in the Rowlett Library's Summer Reading Program - there's still time to win prizes but most importantly to enjoy reading. Councimember Bowers invited all to join her on June 28, 2024 at the Downtown Green Mayor Pro Tem Shinder thanked Councimember Reaves for taking over announcing the Featured Animal. She also mentioned if you're not able to adopt a pet please think about becoming a temporary foster to animals at the Rowlett Animal Shelter. The Economic Development Advisory Board met on Tuesday, June 18 and changed their meeting datei from the third Tuesday of the month to the fourth Tuesday of the month. Next meeting scheduled for July 23, 2024 at 8:30 a.m. at the Chamber of Commerce office. Then regular meetings will be held every other month with special meetings called as needed. Consider action to approve a resolution for contract renewal for employee benefits for Fiscal Year 2024-2025 (FY2025) to UnitedHealthcare for stop loss coverage in an estimated amount of $1,642,740 and authorizing the City Manager to execute all necessary documents. Mayor Pro Tem Shinder requested this item be moved to Individual Consideration. Consider action to approve a resolution to purchase furniture for the Police Department. Consider action to approve a resolution accepting the bid of and awarding a contract to SDB Contracting Services in the amount of $62,814.15 for the purchase of furniture and lockers and City of Rowlett 11606 reconfiguring the office space at the Rowlett Police Department( (RPD) utilizing BuyBoard Contract #728-24. The total quote is $62,814.15. This item was approved on the Consent Agenda as RES-037-24. Consider action to approve a resolution approving the issuance of debt by ani instrumentality of the Rowlett Housing Finance Corporation (RHFC) in an amount not to exceed $3,500,000 for the Rowlett Housing Finance Corporation Executive Director Peter Urrutia presented this item. The RHFC Amended Articles of Incorporation require written consent from the City Council to enter into adebt arrangement. If approved by Council, this loan will provide interim financing to assist in continued construction caused by fire damage to the multifamily senior living project known as An motion was made by Councilmember Bowers, seconded by Councilmember Schupp, to approve the item. Conduct a public hearing regarding proposed Standards of Care for Youth Programs Offered by Economic and Community Engagement Director Brittney Farr presented this item. The Parks and Recreation Department is required to bring the Youth Programs Standard of Care before the Council for a public hearing and approval annually as required by the Child Care Standards and Regulations of the Texas Human Resources Code. Each year, the Parks and Recreation Department hosts a SOAR Summer Camp for children ages 9-11, and as of this year, a SOARJr. Summer Camp for children ages 5.5-8. Youth Programs these Standards of Care will apply are SOAR Camp, SOAR Camp Jr., and other non-school day programs that last one consecutive week or longer. Each program site will have a current copy of the Standards of Care available for the public and program staff. The Public Hearing opened at 7:48 p.m. and with no speakers closed at 7:48 p.m. 5C. Consider action to approve an ordinance adopting Standards of Care for Youth Programs Offered by the Rowlett Parks and Recreation Department. A motion was made by Councilmember Schupp, seconded by Deputy Mayor Pro Tem Winget, to approve the item. The motion passed with a unanimous vote of those members present. This item was approved as ORD-012-24. City of Rowlett 11607 5D. Consider action to approve a resolution appointing a Mayor Pro Tem as prescribed in the City Charter. Tem. Pro Tem. Nomination wasmade by Councimember Bowers to appoint Councimember Winget as Mayor Pro Nomination was made by Councilmember Reaves to appoint Councimember Shinder as Mayor Mayor asked for a hand vote for the first nominee, Councilmember Winget. Mayor Margolis, Councilmembers Bowers, Winget and Schupp voted to appoint Councimember Winget as Mayor Pro Tem. This item was approved as RES-039-24. 5E. Consider action to approve a resolution appointing a Deputy Mayor Pro Tem as prescribed ini the City Charter. The one and only nomination was made by Councimember Reaves to appoint Councimember Shinder as Deputy Mayor Pro Tem. Councimember Shinder is appointed as Deputy Mayor Pro Tem. This item was approved as RES-040-24. 6. MEMBERS OF THE CITY COUNCIL MAY REQUEST TOPICS TO BE PLACED ON AN AGENDA FOR A SUBSEQUENT MEETING. ANY DELIBERATION OR DECISION SHALL BE LIMITED TOAPROPOSAL TO PLACE TOPIC ON THE AGENDA FOR A SUBSEQUENT MEETING.
