Municipal Building - 4000 Main Present: Mayor Margolis, Mayor Pro Tem Shinder, Deputy Mayor Pro Tem Winget, Councilmember Reaves, Councilmember Bowers, and Councilmember Schupp Absent: Councilmember Britton 1. CALL TO ORDER Mayor Margolis called the meeting to order at 7:00 p.m. 2. EXECUTIVE SESSION 2A. The City Council shall convene into Executive Session pursuant to Texas Government Code, $551.074 (Personnel Matters) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of the City Secretary and take any necessary action related thereto. (20 minutes) To be held after Regular meeting. Entered into Executive Session at 8:35 p.m. 3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDIEXECUTIVE SESSION MATTERS Reconvened into Open Session at 9:07 p.m. A motion was made by Councilmember Bowers, seconded by Deputy Mayor Pro Tem Shinder, to authorize the City Manager to negotiate and execute an amendment to the City Secretary's Employment Agreement whereby the City Secretary desires to provide for a retirement date of July 17, 2024 and the City would agree to a payout at retirement of the value of all the Employee's accrued, unused vacation leave as of. July 17, 2024. The motion passed with a unanimous vote of those members present. INVOCATION The invocation was given by Pastor Kason Huddleston of Freedom Place Church. PLEDGES OF ALLEGIANCE The Pledges of Allegiance were led by the Councilmembers. 4. City of Rowlett PRESENTATIONS 10611 4A. Presentation of Rowlett Veterans Recognition Program certificate to Veteran Leon Johnson. Councimember Bowers presented this item along with Chris Kizziar of the Veterans Resource & Outreach Center of Rowlett. Veteran Leon Johnson was the 33rd Rowlett Veteran to be honored in this program. 4B. Presentation of al Life Saving Award to Officer Alejandre and Officer Williams. Mayor Margolis presented this item along with Assistant Chief Anthony Castiglione. Officers Alejandre and Williams were instrumental in saving a young person's life in February 2024. The Meritorious Conduct Board unanimously agreed and recommended the officers receive the department's Life Saving Award for their actions. Council thanked the officers and honored them for a job well done. 4C. Presentation of Proclamation recognizing July as National Park and Recreation Month. Councilmember Schupp presented this item. Members of the Parks Advisory Board and Parks staff were present also. July 2024 marks 39 years of Park and Recreation Month and the enduring importance of parks and recreation for the world. Each year, the National Recreation and Park Association designates a theme for the month. "Where You Belong" is the theme for July 2024. 4D. Update from the City Council and Management Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Councimember Schupp made the following announcements: City Manager's Office - City Offices and facilities willl be closed on Thursday, July 4th. Thisi includes City Hall, Utility Customer Service Center, Community Centre, Library, Municipal Court and Animal Shelter. FCC will not conduct trash/recycle/bulk collection, services will be postponed by one day City Secretary's Office - The recently updated Boards and Commissions Handbook includes a change to the timeframe for annual Board/Commission appointments. Applications will open on September 1 with a deadline of November 14; appointments will be made by the City Council in December with the term beginning on January 1. Consider action to approve a resolution directing publication of Notice of Intent to issue Certificates of Obligation. Assistant City Manager Kristoff Bauer presented this item. At the February 14, 2024, City Council Special Work Session and at the June 17, 2024, City Council Strategy & Planning Session, the City proposes to fund certain capital improvement projects and equipment utilizing certificates of 3 obligation and/or tax notes. These projects will be funded alongside the voter approved 2023 and 2024 Bond Election projects. The City proposes to issue up to 20-year Certificates of Obligation City of Rowlett 10614 (CO's) in an amount of $12 million. As a requirement under State law, Notice of Intent to issue Certificates of Obligation must be published twice in the City's paper of record, once in each of successive weeks, with the first publication to occur at least 46 days prior to Council potentially authorizing the issuance of the CO's on August 20, 2024. All the Dallas Area Rapid Transit Authority member cities currently contribute one cent ($0.01) of the sales and use tax to the Authority as approved by the voters (Addison, Carrollton, Cockrell Hill, Dallas, Farmers Branch, Garland, Glenn Heights, DART has experienced a significant drop in ridership by roughly 30%, and many of our residents have expressed concerns about the cleanliness, safety, and overall condition ofthe DART services. Despite the challenges faced by DART, sales and use tax revenue has continued to grow, surpassing $200 million over the last five years, a roughly 35% increase. In contrast, ridership has On June 24th, the Plano City Council approved a resolution supporting a cap on the sales and use tax revenues allocated to DART. Other DART member cities are considering adopting similar resolutions. The resolution that is proposed aims to support reducing our sales and use tax allocations to DART, ensuring our taxpayer dollars are being spent equitably and effectively.
