JUDGED; AND ADOPTING THE NCTCOG (NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS) RECOMMENDED AMENDEMENTS TO THE 2012 INTERNATIONAL FIRE CODE AND REPEALING ALL ORDINANCES AND PARTS OF THE ORDINANCES IN CONFLICT WHEREAS, the City of Tolar has a responsibility to maintain the highest standards of quality and safety in all areas of constructions and manufacture; and WHEREAS, the International Code Council, has established regulations and requirements which have been approved and accepted as a standard by which THEREWITH. municipalities may measure performance and installation; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE The 2012 Version of the International Fire Code and the recommended amendments by the NCTCOG (North Central Texas Council of Governments) thereto is hereby adopted and referred to as the Official Fire Code of the City of Tolar, and itis made a part of Chapter 3 - Building Regulations of the Code of Ordinances of the City of CITY OF TOLAR, TEXAS: Tolar. Underlined type is text inserted. Lined-through Note: Historically, NCTCOG has limited Chapter 1 amendments in order to allow each city to insert their local policies and procedures. We now have suggested certain items to be brought to the attention of cities considering adoption of the code that may be of concern to several jurisdictions. It is still intended tobe discretionary to each city to determine which Chapter 1 amendments to include. Note that Appendices must be specifically adopted by Ordinance. Signs shall be permanently affixed to a stationary post and the bottom of the sign shall be six feet, six inches (6'6") above finished grade. Signs shall be spaced not more than fiftyf feet (50) apart along both sides of the fire lane. Signs may be installed on permanent (Reason: Establishes a standard method of marking and reflects local long-standing practices.) buildings or walls or as approved by the Fire Chief. Section 503.4; change to read as follows: 503.4 Obstruction of fire apparatus access roads. Fire apparatus access roads shall not be obstructed in any manner, including the parking of vehicles. The minimum widths and clearances established in Section 503.2.1.and any area marked as a fire lane as described in Section 503.3 shall be (Reason: As originally worded, the section implied that vehicles could be parked in the marked fire lane and not be in violation if the minimum width is still maintained. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall be a minimum of 4.inches-(494.6-mm) 6 inches (152.4 mm) high with a minimum stroke width of 0.5 inch (12.7 mm). Where access is by means of a private road,buildings do not immediately front a street, and/or the building cannot be viewed from the public way, a monument, pole or other sign with approved 6 inch (152.4 mm) height building numerals or addresses and 4 inch (101.6 mm) height suite/apartment numerals of a color contrasting with the background of the building or other approved means shall be used to identify the structure. Numerals or addresses shall be posted on a minimum 20 inch (508 mm) by 30 inch (762 mm) background on border. Address numbers shall be maintained. Exception: R-3 Single Family occupancies shall have approved numerals of a minimum 3% inches (88.9 mm) in height and a color contrasting with the background clearly visible and legible from the street fronting the property and rear alleyway where such alleyway exists. (Reason: To increase the minimum addressing requirements for commercial and establish a minimum for single-family residential.) The water supply test used for hydraulic calculation of fire protection systems shall be conducted in accordance with NFPA 291 "Recommended Practice for Fire Flow Testing and Marking of Hydrants" and within one year of sprinkler plan submittal. The fire code official shall be notified prior to the water supply test. All fire protection plan submittals shall be accompanied by a hard copy of the waterflow test report, or as approved by the fire code official. The report must indicate the dominant water tank level at the time of the test and the maximum and minimum operating levels of the tank. as well, or identify applicable water supply fluctuation.. The licensed contractor must then design the fire protection system based on this fluctuation information, as per the applicable referenced NFPA standard.
