HEATH MUNICIPAL, BENEFITS CORPORATION (HMBC) and HEATH ECONOMIC: DEVELOPMENT CORPORATION (HEDC) ATTENDING: JUSTIN SAUNDERS, PRESIDENT SCOTT DODSON, VICE PRESIDENT VICKI WALLACE CYNTHIA. ALLEN BRENTWEAVER, COUNCIL LIASON KELSON ELAM, MAYOR/EX OFFICIO 1. President Justin Saunders called the Heath Economic Development Corporation (HEDC) and Heath Municipal Benefits Corporation (HMBC) meeting to order at 6:00 p.m. 2. Items for Individual Consideration 2.a Conduct a public hearing to consider testimony regarding the expenditureoffunds: to undertake projects for a public safety facility for police and fire departments for the City ofHeath and: for renovations to the City ofHeath Towne Center Park. Prior to opening the Public Hearing, Finance Director. Jay Ayres recapped the City/HMBC partnership proposed and approved by the Board ati the September 19 Regular Meeting. He stated that interest rates came in lower than projections at 3.87%1 representing a $2 million City Manager Aretha Adams reminded the Board that a recent study illustrated the critical need for as second public safety station to serve the growing community; a new public works facility to safely] house the city's investment in equipment and provide space fors staffing needed now and at buildout; and the Towne Center Park that will not only bei the City's flagship park with new and improved amenities, but also a showcase for drought tolerant landscaping. The park will be irrigated by an onsite well that is included ini the renovation budget of $121 million. She said that Parks fall within the allowed uses ofType 4A and 4B fund and that the Citywill still havei the capacity tol bond for the: funds needed for the critical water infrastructure through the utility fund. The bond sale proposed tonight is through the general fund. Mayor Elam said the building moratorium provides the time fori the City stafft to update City ordinances to better address irrigation systems and landscaping that embrace water conservation and to also avoid al large plat ofhomes being filed while this effort towards conservation is being made. He also noted that there: is a waiver process and that the moratorium does not affect any projects already in progress as of November1 14.
