TOLAR CITY COUNCIL MINUTES - AUGUST 19, 2019-F REGULAR MEETING The City of Tolar Council met on Monday, August 19, 2019 at 6:00 P.M. Present: Terry Johnson, Mayor Matt Hutsell Chip Foster Craig Davis Kevin Fron Sally Grimes None Absent: City Staff Present: Michelle Burdette, City Secretary Zach Cox, P&Z, Code Enforcement, Building Inspector Derek Malone, Director of Public Works CALL TO ORDER ROLL CALL Meeting was called to order at 6:00 p.m. Matt Hutsell, Sally Grimes, Chip Foster, Craig Davis, and Kevin From were present. NEW BUSINESS only) Motion: by Matt Hutsell, second by Sally Grimes to approve minutes as presented 1.) Shane Flippin with Flippin Homes requests to receive input from Council concerning the rezoning and conceptual plan for properties located at 407-415 W. Fifth Street. (No action can be taken at this-discussion Shane Flippin and Amy Flippin with Flippin Homes were present to discuss with the Council the above mentioned property. He requested the input of the Council before they moved forward. Mr. Flippin presented his plan for rezoning the above mentioned properties from Duplex (D) to Tiny Homes (TH). Mr. Flippin then answered council 2.) Discuss and approve ordinance 2019-03 amending the 2018-2019 fiscal year general fund budget. questions. No action was taken. Motion: Chip Foster, second by Kevin Fron to approve as presented. Motion carried 5/0 3.) Discuss and approve ordinance 2019-04 amending the 2018-2019 fiscal year water and sewer fund budget. Motion: Sally Grimes, second by Kevin From to approve as presented. Motion: Matt Hutsell, second by Craig Davis to approve as presented. Motion carried 5/0 4.)Approval of financials STAFF REPORTS 1.)Public Works Discussed the tentative start date oft the road improvement project. JMC intends to begin on the south side of 377. Working between the hours of 9A A.M. and 2 P.M. 2.) Code Enforcement/ /F Planning and Zoning Discussed with council about potentially updating the City's conceptual plan. 3.Administrative Set date for budget workshop. 4.)Council No updates EXECUTIVE SESSION None Council reminder about the drawing for ballot place. ACTION ON TEMS TAKEN UP IN EXECUTIVE SESSION No action was taken ANNOUNCEMENTS Regular meeting September 17, 2019 @6P.M. The City Hall will be closed on September 2, 2019 in observance ofLabor Day.
