TOLAR CITY COUNCIL MINUTES - June 17, 2019. - REGULAR MEETING The City of Tolar Council met on Monday, June 17, 2019 at 6:00 P.M.  Present:  Matt Hutsell, Mayor Pro-Tem Chip Foster Kevin Fron Craig Davis Terry Johnson, Mayor Sally Grimes Michelle Burdette, City Secretary Zach Cox, P&Z, Code Enforcement, Building Inspector Derek Malone, Director of Public Works  Absent: City Staff Present:  CALL TO ORDER  Meeting was called to order at 5:57 p.m.  CITIZENS APPEARANCE (3 minute limit-Council may not respond)  None  APPROVAL OF MINUTES-REGULAR MEETING 1.) May 20, 2019 regular meeting Motion carried 4/0. NEW BUSINESS  Motion: by Chip Foster, second by Kevin From to approve minutes with TVF corrected to TVFD.  1.)City Engineer Marvin Reavis planned to be present for a Q&A session on street improvements RFP. Mr. 2.) Request the approval of ordinance 2019-02. Amending the 2018-2019 fiscal year Water/Wastewater fund  Reavis did not make an appearance. No actions taken.  budget. Motion carried 4/0  Motion: Chip Foster, second by Kevin From to approve as presented.  3.) Discussed time of special meeting on June 24, 2019. Council agreed on 6:00 P.M.  Motion: Kevin Fron, second by Craig Davis. the early retirement of. Joyce Johnson.  Motion carried 4/0  4.) Discussed going into executive session or just waiting until the other employees finish their reports to discuss  Motion: None  5.) Approval of financials, bills paid, and bank reconciliations. Motion: Chip Foster, second by Craig Davis to approve as presented.    Motion carried 4/0 STAFF REPORTS 1.) Public' Works  Spoke on condition oft the Sewer Plant. Trees have been cleared on Fourth Street to allow for a surveyor to come in and clarify what portion belongs to the City of Tolar. Vehicle repair done by city employee. Currently doing Discussed Shane Flippin needing zoning for 12-16 tiny homes. Hei is doing research for a newi fee schedule.  pothole repair. Replaced pump well #1. The city will at some point need I&I testing.  2.) Code Enforcement /F Planning and Zoning  3.) Administrative None 4.) Council -None No updates EXECUTIVE SESSION Motion carried: 4/0  Motion by Chip Foster, second by Craig Davis to enter into executive session at 6:11 P.M. a.) Pursuant to Section 551.074 of the Texas Government Code Personnel Matter.  1.) Discuss the retirement of City Secretary. ACTION ON ITEMS TAKEN UP IN EXECUTIVE SESSION  Motion by Chip Foster, second by Craig Davis to end executive session ate 6:23 P.M. and reconvene into regular Motion: by Kevin Fron, second by Chip Foster to approve the retirement of City Secretary with pay through August 31, 2019, effective retirement date to be determined and Michelle Burdette shall act as interim City  session.
