TOLAR CITY COUNCIL MINUTES - REGULAR MEETING  The City of Tolar Council met on Monday, Sepemvw21,20asO0PM.  Present:  Terry. Johnson, Mayor Matt Hutsell Sally Grimes Chip Foster Craig Davis Kevin Fron  Absent: None City Staff Present: CALL TO ORDER ROLL CALL  Michelle Burdette, City Secretary/P&Z Shavonne Kenley, Water Dept. Admin./ / Code Enforcement Derek Malone, Director of Public Works/Inspector  Meeting was called to order at 6:00 p.m.  Terry Johnson, Matt Hutsell, Sally Grimes, Chip Foster, and, Kevin From were present.  PUBLIC HEARING  Mayor Johnson opened the hearing at 6:00 P.M. Commercial (HC) to Single Family Residential 6000sf (R6). To discuss and receive comments for the 2020 property tax rate. To discuss and receive comments for the 2020-2021 fiscal year budget. Mayor Johnson asked for comments there were no comments. Mayor Johnson closed the public hearing at 6:04F P.M.  To discuss and receive comments for the rezoning of property located at 109 N. Mesquite Land from Highway  CITIZENS APPEARANCE (3 minute limit-Council may not respond)  APPROVAL OF MINUTES-REGULAR MEETING August 17, 2020 regular meeting. Motion carried 5/0  Motion: by Chip Foster, second by Sally Grimes to approve minutes as presented.    NEW BUSINESS  1.)To approve the Mayor's signing oft the Hood County Animal Control Interlocal Agreement. Motion: Matt Hutsell, second by Kevin From to approve the Mayor's signing.  Motion carried 5/0  2.)To Discuss and approve the rezoning of property located at 109 N. Mesquite Lane from Highway Commercial  (HC) to Single Family Residential 6000sf (R6).  Motion: by Sally Grimes, second by Craig Davis to approve the rezoning.  Motion carried 5/0  3.) Discuss and approve Ordinances 2020-04 and 2020-05 amending the 2019-2020 fiscal year budgets. Motion: by Matt Hutsell, second by Kevin From to approve the ordinances as presented. 4.) Discuss and approve Ordinance 2020-02 adopting the 2020-2021 fiscal year budgets. Motion: by Matt Hutsell, second by Craig Davis to approve ordinance adopting the budgets. 5.) Discuss and approve Ordinance 2020-03 adopting the 2020 property tax rate. EXECUTIVE SESSION None  ACTION ON ITEMS TAKEN UP IN EXECUTIVE SESSION  No action was taken ANNOUNCEMENTS  Regular meeting October 19, 2020 @6P.M.
