TOLAR CITY COUNCIL MINUTES - REGULAR MEETING  The City of Tolar Council met on Monday, November 16, 2020 at6 6:00 P.M.  Present:  Terry Johnson, Mayor Sally Grimes Chip Foster Craig Davis Kevin From  Absent: Matt Hutsell City Staff Present: CALL TO ORDER ROLLCALL  Michelle Burdette, City Secretary/P&Z Derek Malone, Director of Public' Works/Inspector  Meeting was called to order at 6:00 p.m.  Terry Johnson, Sally Grimes, Chip Foster, Craig Davis and, Kevin Fron were present.  PUBLIC HEARING NONE  CITIZENS APPEARANCE (3 minute limit-Council may not respond)  Jackson Fulgham  APPROVAL OF MINUTES-REGULAR MEETING October 19, 2020 regular meeting. Motion carried 4/0  Motion: by Chip Foster, second by Craig Davis to approve minutes as presented.  NEW BUSINESS  1.) Approval of the Resolution 2020-03 canvassing the November 3rd, 2020 General Election Results. Election results were announced. Mayor, incumbent, Terry R. Johnson ran unopposed and was declared elected to office. City Council Place 4, Brian Gall received 345 votes, and was declared elected to office. City Council  Place 5, incumbent, Kevin From ran unopposed and declared elected to office.    Motion: by Chip Foster, second by Craig Davis to approve Resolution 2020-03 canvassing the November 3rd,  2020 General Election results. Motion carried 4/0  2.) Swearing in oft the elected officials, presentation of Certificate of Election. Candidates were sworn in and certificates presented by City Secretary Michelle Burdette.  3.)Approval of financials. Bank Reconciliation Statement of Financial Income and Expenses Expenses by Véndor Detail Profit & Loss Budget VS. Actual  Motion: by Kevin Fron, second by Sally Grimes to approve all financials as presented.  Motion carried 4/0 OLD BUSINESS None STAFF REPORTS 1.) Public' Works Discussed daily duties. 2.) Planning and Zoning 3.) Code Enforcement 4.) Administrative 5.) Council None  Planning and zoning issued various permits.  Discussed code enforcement for sections of the city.  EXECUTIVE SESSION None  ACTION ON ITEMS TAKEN UP IN EXECUTIVE SESSION  No action was taken ANNOUNCEMENTS    Regular meeting December 21, 2020@6P.M.  The City Hall will be closed November 26 & 27i in observance ofThanksgiving.  ADJOURN Motion carried 4/0  Motion: by Sally Grimes, second by Chip Foster to adjourn at 6:29pm.
