TOLAR CITY COUNCIL MINUTES - REGULAR MEETING  The City of Tolar Council met on Tuesday, February 18, 2020 at 6:00 P.M.  Present: Absent:  Matt Hutsell, Mayor Pro Tem Craig Davis Kevin Fron Terry Johnson, Mayor Sally Grimes Chip Foster  City Staff Present:  Michelle Burdette, City Secretary/P&Z  Shavonne Kenley, Water Dept. Admin. /Code Enforcement Derek Malone, Director of Public' Works/Building Inspector  CALL TO ORDER ROLL CALL  Meeting was called to order at 6:00 p.m.  Matt Hutsell, Craig Davis and, Kevin From were present.  PUBLIC HEARING None  CITIZENS APPEARANCE (3 minute limit-Council may not respond)  APPROVAL OF MINUTES-REGULAR MEETING 1.) November 18, 2019 regular meeting.  Motion: by Craig Davis, second by Kevin From to approve minutes as presented.  Motion carried 3/0 NEW BUSINESS  1.) Discuss and approve the Economic Development Corporations recommendations motioned and carried at an  EDC meeting on January 16, 2020. Motion carried 3/0 officer to establish accounts. Motion carried 3/0  Motion: by Craig Davis, second by Kevin Fron to approve recommendations of the EDC.  2.) Discuss and approve Resolution 2020-01 regarding the City of Tolar authorizing the City of Tolar investment  Motion: by Craig Davis, second by Kevin Fron.  3.) Discuss and approve Ordinance 2020-01 adding road bore charge to the water fees.  Motion: by Kevin Fron, second by Craig Davis to approve adding a $500.00 road bore charge to the water fees.  Motion carried 3/0    4.) Discuss and approve the required needed action regarding the establishment located at 8704 W. US Hwy 377. City Secretary presented information tot the council regarding the concerns of the City and businesses neighboring the above location. After discussion, council approved recommendations and approved to proceed  with needed action. Motion carried 3/0  Motion: by Craig Davis, second by Kevin Fron.  5.) Discuss and approve the restructuring of Planning and Zoning and Code Enforcement Motion: by Matt Hutsell, second by Craig Davis to approve the restructuring as presented.  Motion carried 3/0 6.)Approval of financials. Motion carried 3/0 STAFF REPORTS 1.) Public Works water license. 2.) Code Enforcement  Motion: by Kevin Fron, second by Craig Davis to approve financials as presented.  Purchased a new blower and bore machine. Burned brush pile. Reported that Daniel Wilson received his class D  Discussed code enforcement for sections of the city. 18 violations were issued during January and February of 2020. Planning and zoning issued 11 various permits.  3.) Administrative center. 4.) Council No updates.  City Secretary discussed partnering with HCSAC for a grant to allow the community center to be used for various programs benefiting the City of Tolar. The grant portion would assist in the operating expenses of the community  The annual audit oft the City of Tolar will begin the first part of March 2020.
