TOLAR CITY COUNCIL: MINUTES-1 REGULAR MEETING The City ofTolar Council met on Tuesday, May 17,2021 at 6:00P.M. Present: Terry. Admin. /Code Enforcement Derek Malone, Director of Public Works/Inspector Meeting was called to order at 6:00 p.m. Terry. Johnson, Matt Hutsell, Sally Grimes, Chip Foster, Brian Gall, and, Kevin Fron were present. PUBLIC HEARING Mayor Johnson opened thel hearing at 6:001 P.M. To receive comments for: a request of zoning change, subdivision, and replat of property known as 218' Tolar Cemetery Road, from Rural Residential (RR) to Single Family Residential 8000 SF (R8). Mayor Johnson asked for comments, there were no comments. Mayor Johnson closed the public hearing at 6:021 P.M. CITIZENS APPEARANCE (3 minute limit-Council may not respond) Ray Wilson Jackson Fugham APPROVAL OF MINUTES-REGULAR MEETING March 15,2021 regular meeting. Motion carried 5/0 Motion: by Matt Hutsell, second by Chip Foster to approve minutes as presented. NEW BUSINESS 1.)1 Discuss and approve the 2019-2020: fiscal year audit as presented by Merritt, McLane, and) Hamby, P.C. Michael Hamby with MMH stated to the city council that the audit went well, no problems or concerns. Mr. Hamby mentioned the city's liquidity. Liquidity is the city's total current assets compared with total current liabilities. The auditors like to see a 2-1 or 3-1 ratio at least. The city has a 13-1 which is very good. The city's net position increased by $86,700 whichi is very good. The general fund increased by $91,000 which is very good. Mr. Hamby also stated the city came in under budget in expenses. The City ofTolar received a clean audit opinion. Mr. Hamby dids suggested the city looki into a different accounting software seeing as the city is growing. Motion: Chip Foster, second' by Sally Grimes to approve and accept the 2019-2020 FYA as presented. Motion carried 5/0 2.) Discuss and approve Resolution 2021-01 adopting the 2021 Hood County Hazard Mitigation. Action Plan. Motion: by Matt Hutsell, second by Brian Gall to approve the Mayor signing of] Resolution 2021-1. Motion carried 5/0 3.)Take action to rescind the previous action taken by the council on March 15, 2021 concerning ther replat ofp property known as Lots: part of4, 5, and 6, Block N %of73 and Block S 1/2 of73 in Volume 87, page: 378 & 379, of thel Hood County Plat records. Located at 218 Tolar Cemetery Road. Motion: Chip Foster, Second by Kevin Fron to rescind the previous action. Motion carried 5/0 4.). Discuss and approve the procurement of an engineering firm for the expansion of the city's sewer plant. Motion: Chip Foster, second by Brian Gall to approve PWD toi move forward with the procurement of an engineering firm. Motion carried 5/0 5.) Discuss thej progress on the future upgrades to the Squaw Creek Bridge. Bridge. Hopefully willl be completed soon and willl bel let for bid. PWDi informed the council, Marvin Reavis is working on an engineer stamped plan for the upgrade to the Squaw Creek No action taken. 6.)Approval of financials. Actual Motion: by Matt Hutsell, second' by Kevin Fron to approve all: financials as presented. Motion carried 5/0 OLD BUSINESS 1.) Council Motion: by Chip Foster, second by Sally Grimes to approve as] presented. Discussed code enforcement fors sections of the city. City Secretary reported to the council that the city hall would be closed on. June 17h & 18th for offsite training. Brian Gall informed the council he was speaking with HCSO about an Interlocal agreement toj possibly get a deputy in Tolar. Brian Gall has also been corresponding with" TxDOT concerning the need for stop lights in' Tolar.
