The Council will hear Commissioner Kevin Andrews speak regarding the price increase of thel Hood County Inter-Local Commissioner Andrews spoke with the City Council regarding the cost of the Hood County Inter-Local Contract for Animal Control Support with The City of Tolar. The council questioned the 140% cost increase? Mr. Andrews spoke of the costs related to the services provided to' Tolar. Councilman Gall asked what other cities were paying. The council also questioned Commissioner Andrews stated that] he understood the reasons why" Tolar would question the cost oft the agreement. Contract for Animal Control Support with' The City ofTolar. the cost seeing as Tolar citizens pay taxes tol Hood County for these services. When asked ift there were a statel law or local government code regardingi paying additional costs fort thei inter-local agreement seeing as Tolar is provided the same services (no more) as the citizens in the county that live outside the city limits. Mr. Andrews replied "No, not that] he could find." No action was taken. 2.) Discuss and approve Ordinance 01-2022 regulating backflow devise testing, reporting, ramification of noncompliance, etc. Motion: by Kevin) Fron, second by Brian Gall to table. Motion carried 3/0 3.)Approval ofa all financials. Bank Reconciliation Statement of Financial Income and Expenses Expenses by Vendor Detail Profit &1 Loss Budget VS. Actual Motion: Brian Gall, second by Kevin Fron to approve all financials as presented. Motion carried 3/0 OLD BUSINESS 1.)1 Discuss and possibly approve thel Hood County Inter-Local Contract for Animal Control Support tabled at last meeting. Thei item was tabled. Council instructed City Secretary to gather additional information for next meeting. STAFF REPORTS 1.)Operations Director/Public Works 2.) Planning and Zoning Planning and: zoning issued various permits. 3.) Code Enforcement 4.) Administrative James Brown spoke to the regarding new sewer plant and new water permit. Mr. Brown also spoke of various city projects including smoke testing the sewer. lines, progress on wells, and other public works daily tasks. Discussed code enforcement for sections ofthe city and various violation letters are being sent out. Michelle Burdette, City Secretary, advised the City Council of thel March 16-18, 2022 annual audit and Government Capitol would be at thel February meeting to discuss options for the water/seweri improvements. 5.)Council EXECUTIVE SESSION The council may enter into closed or Executive Session to discuss the following items posted in Executive Session or seek legal advice from the city attorney pursuant to the Texas Local Government Code Sectionfs) 551.07 None ACTION ON ITEMS TAKEN UPI INI EXECUTIVE SESSION ANNOUNCEMENTS Regular meeting February 22, 2022 @6P.M.
