TSC18-006 Hold a discussion and appoint a Chairperson and Vice Chairperson for the Traffic Safety Commission. Karen DeVinney nominated Patrice Lyke as Chair, Cody Robinson 2nd the motion. The motion passed Jim Owen nominated Daniel Krutka, Karen DeVinney 2nd the motion. The motion passed 7-0. B. TSC18-007 Consider the approval ofTraffic Safety Commission meeting minutes of. January 7-0. 3,2018. Approved as circulated 6-0 with one abstention. C. TSC18-009 Receive a report, and hold a discussion regarding short term small transportation Pritam Deshmukh, Traffic Engineer discussed each of the 6 projects listed in Exhibit 1 that were requested by Council to address congestion issues. Deshmukh described the different types ofissues Commissioner Krutka asked about the effects ofa a right turn lane for pedestrians. Deshmukh responded that a side walk path will bei installed as well as relocating the lights with Tim Beatty and Chair Lyke, explained concerns with the Bell and Mingo area. Cross walks need to be better marked. Thisi is a tough intersection to feel safe using. Deshmukh responded that the addition of Audible Pedestrian Signals (APS) and countdown heads, intersection is 25 years old. Deshmukh discussed each of the 5 pedestrian project components and upgrades in detail explaining Commissioner Krutka asked what kind ofl lighting will be used. Deshmukh responded, similar to Commissioner DiMarco asked for clarity on the commission" s role with these projects when they have already been approved? Deshmukh explained that these projects were in response to a request by City Commissioner Krutka asked how he can find out about as they are coming up and happening. Deshmukh showed the committee where the CIP projects are communicated on the City's website. Commissioner Krutka asked ift this project information can be emailed to the committee members. TSC18-011 Hold a discussion regarding a presentation on Open Meetings Act. Victor Flores, Deputy City Attorney gave background information on his past role with the Open Meetings Act. Flores gave direction on open quorum and after meeting discussions. Flores gave examples ofa all the different ways the act can be violated by the different types of social media. He also explained that sub-committees can be formed that are less than a quorum to further discussions. Commissioner Krutka voiced interest in forming a sub-committee to discuss these issues further and bel better prepared for the committee items. F. TSC18-012 Staff Reports 1. Matrix Matrix- - 1. Council approved no valet Parking. 2. Small area plan, consultant has collected the data 3. - Left turn lanes were approved by Council forl North and south bound. 4. Bridge can accommodate pedestrians, working with' TXDOT 5. Working with TWU on adding sidewalk on thel North side, ROW is very small 6. Studying with UNT and small area plan, data collection is in progress 7. Commissioner Krutka sprained his ankle due to dumpster placement, area needs more lighting. Deshmukh - Solid waste has removed from sidewalks. Chair Lyke asked ifother apartments benefit from this valet service. Deshmukh will get back to Chair Lyke on this question. 8. The speed humps will be removed by Medical City and speed cushions will bei installed. 10. McKinney sidewalk, Oakland to Austin- working on RFQ to complete the project. Deshmukh explained that information will be brought at a later date. 11. Denton ISD has a crossing guard at Malone and University Drive. Deshmukh called DISD and found that crossing guards are present. Additional items for the Matrix. Lyke, questions about sidewalks. Is there a way to go back and to look at prior approved sidewalks where there is not installed. For example, Calhoun & Eagan on south side, was supposed to have a sidewalk and years pass by and this sidewalk is not there. Deshmukh explained that there is an ordinance that requires sidewalks but at times the neighborhood can fight the sidewalk sO some of these areas may be subject to this situation. Commissioner Krutka asked about the sidewalks that are located close to the square that do not have wheel chair ramps on North side of] Hickory near the breakfast and sushi place. Is that something we can look at? Deshmukh responded that he willl be happy to check into that area. TSCIB-0l_Reeive a report and hold a discussion on a Local Transportation Project Advance Funding Agreement (LPAFA) for a Congestion Mitigation and Air Quality (CMAQ) Improvement project. Pritam Deshmukh, Traffic Engineer gave a presentation regarding funding received in 2015 from congestion mitigation and air quality for sidewalk installation. Unfortunately the funds were over committed at that time from COG and the project was delayed and rescheduled for 2018. The total schedule for the project is 2 years for design and construction of5' sidewalks. This item was approved by City Council on March 20, 2018. The projects are near both Wilson and Pecan Elementary Schools. This item was a discussion item only, no action is needed. C. TSC18-015 Receive a report and hold a discussion on an Advance Funding Agreement for a Transportation Alternatives Set-Aside (TASA) Program Project (construction of sidewalks for the Ginnings and Lee Elementary School areas) with the Texas Department ofTransportation. Deshmukh presented that in 2016 the City of] Denton was selected to receive funding from the Safe Routes to School program for sidewalks near Ginnings Elementary. Funding was approved in the total amount of $1,006,917. This amount includes State funds of $54,029, Federal Funding of $762,311, and the City of Denton agreed to match for $190,000 to add 5' sidewalks on Stuart Road between Windsor Drive and Sun Valley Drive. Sidewalks will also be installed near Lee Elementary on Audra Lane near Latimore Street and Mulkey Lane between Paisley Street and Oak Tree Drive. TSC18-016 Receive a report and hold a discussion on an Advance Funding Agreement for: a Transportation Alternatives Set-Aside (TASA) Program Project (construction of multi-use side path on Sycamore Street and bike lanes on Welch Street) with the Texas Department of Deshmukh discussed that both oft these projects are bike projects chosen to connect the existing DCTA transit center with UNT. The sidewalk will be constructed on the north side of Sycamore. A new traffic signal at Carroll Blvd. will also be installed as part oft this project. The City is working with Union Pacific Railroad to upgrade the pedestrian crossing. The second part oft this project is to add bike lanes on Welch between Eagle and Hickory where the 4 lanes on Welch Street will be reduced to one lane each way that has a center turning lane and bike lanes on both sides. This is an ideal place for bike lanes with the amount of pedestrian traffic and will also connect to existing bike lanes on Eagle Drive. This project will take approximately a 20 months to complete. Discussion continued on the Carroll Blvd. and Mulberry Street crossing toi replace the aging light and relocate to Sycamore Street in order to create al better pedestrian path over the railroad crossing. Chair Lyke asked ifthis will be the first side path that Denton will have. Deshmukh responded that Mayhill Road will actually be the first side path in Denton as well as the new segment on McKinney Street will also have a side path. TSC18-017 Receive a report hold discussion and make a recommendation to City Council for approval of the Termination Agreement for First Precinct Bike Lanes and approval of: an Interlocal Cooperation Agreement ("ICA") between the City of Denton (City) and Denton County (County), Texas, related to the engineering and construction of bicycle facility along Hercules Lane between Locust Street and Sherman Drive within the municipal limits ofthe City Deshmukh began presenting by explaining the history of this project that began in 2011 to receive funding from Precinct 1, fori installation of a bike facility on Pennsylvania Avenue. The neighborhood, however, at that time rejected this facility. In response, staff retained the funds and has identified another area that would benefit from this facility.
