OLD BUSINESS  4  1.)D Discuss and approve Ordinance 2023-06 amending the 2022-2023 General and Water/Wastewater fiscal year budgets tabled at the September 18h City Council meeting. Discuss and approve Resolution 2023-05 regarding a contract for the purpose off financing a "Police Vehicle" and authorize Mayor Hutsell to sign Government Capital Corporation contract documents as well as any other ancillary exhibit, certificate, or documentation needed for the contract.
