TSC18-013 Consider the approval of the Traffic Safety Commission meeting minutes of Karen DeVinney motioned to approve, Jim Owen 2nd the motion. Approved as circulated 4-0. B. ISCI-014_Reeive a report and hold a discussion on a Locall Transportation Project Advance Funding Agreement (LPAFA) fora a Congestion Mitigation and Air Quality (CMAQ) Improvement project. Pritam Deshmukh, Traffic Engineer gave aj presentation regarding funding received in 2015 from congestion mitigation and air quality for sidewalk installation. Unfortunately the funds were over committed at that time from COG and the project was delayed and rescheduled for 2018. The total schedule for the project is 2 years for design and construction of5' sidewalks. This item was approved by City Council on March 20, 2018. Thej projects are near both Wilson and Pecan Elementary Schools. This item was a discussion item only, no action is needed. C. TSC18-015 Receive a report and hold a discussion on an Advance Funding Agreement for a Transportation Alternatives Set-Aside (TASA) Program Project (construction of sidewalks for the Ginnings and Lee Elementary School areas) with the Texas prmmtoframperatoe Deshmukh presented that in 2016 the City ofI Denton was selected to receive funding from the Safe Routes to School program fors sidewalks near Ginnings Elementary. Funding was approved in the total amount of $1,006,917. This amount includes State funds of$54,029, Federal Funding of $762,311, and the City of Denton agreed to match for $190,000 to add5' sidewalks on Stuart Road between Windsor Drive and Sun Valley Drive. Sidewalks will also be installed near Lee Elementary on Audra Lane near Latimore Street and Mulkey Lane between Paisley Street and Oak Tree Drive. TSC18-016 Receive a report and hold a discussion on an Advance Funding Agreement fora Transportation Alternatives Set-Aside (TASA) Program Project (construction of multi-use side path on Sycamore Street and bike lanes on Welch Street) with the Texas Department of Deshmukh discussed that both oft these projects are bike projects chosen to connect the existing DCTA transit center with UNT. The sidewalk will be constructed on the north side of Sycamore. A new traffic signal at Carroll Blvd. will also be installed as part of this project. The City is working with Union Pacific Railroad to upgrade the pedestrian crossing. The second part of this project is to add bike lanes on Welch between Eagle and Hickory where the 4 lanes on Welch Street will be reduced to one lane each way that has a center turning lane and' bike lanes on both sides. This is an ideal place for bike lanes with the amount of pedestrian traffic and will also connect to existing bike lanes on Eagle Drive. This project will take approximately a 201 months to complete. Discussion continued on the Carroll Blvd. and Mulberry Street crossing to replace the aging light and relocate to Sycamore Street in order to create al better pedestrian path over the railroad crossing. Chair Lyke asked ift this will be the first side path that Denton will have. Deshmukh responded that Mayhill Road will actually be the first side path in Denton as well as the new segment on McKinney Street will also have a side path. TSC18-017 Receive a report hold discussion and make a recommendation to City Council for approval of the Termination Agreement for First Precinct Bike Lanes and approval ofan Interlocal Cooperation Agreement ("ICA") between the City of Denton (City) and Denton County (County), Texas, related to the engineering and construction of bicycle facility along Hercules Lane between Locust Street and Sherman Drive within the municipal limits oft the City Deshmukh began presenting by explaining the history oft this project that began in 2011 to receive funding from Precinct 1, for installation ofa bike facility on Pennsylvania Avenue. Deshmukh discussed this concept, the different uses and results achieved by using the different methods. Installing pavement art is proven to temporarily slow traffic, however, noi more than continued education that has long term results.
