Assistant REGULARMEETING A. TSC18-020 Consider the approval ofTraffic Safety Commission meeting minutes of April 2, 2018. Jim Owen made ai motion, Cody Robinson 2nd the motion. Approved as circulated. B. TSC18-021 Receive a report and hold a discussion on restrictive parking on Hanover drive Pritam Deshmukh, City Traffic Engineer gave a presentation. Denton Independent School District (DISD) contacted the City about parking issues on Hanover drive near Woodrow Wilson Elementary School. After meeting staff at DISD and observing a pick-up cycle at the school, Pritam agreed that Parents are double stopping on the street toj pick upi their children near the designated pick-up area causing grid-lock. The street is too narrow for any parking to safely occur during school hours. DISD Residents were: notified ofthis proposal by mailed letter and door hanger to attend the meeting tonight The lack of sidewalks in the area was also discussed along with ways to promote walking and biking Karen DeVinney made ai motion to approve, Daniel Krutka 2nd the motion. Deshmukh gave an update on this ongoing project to share the recent progress. As the areal has become more densely populated, it has become necessary to address noise concerns associated with the railroad crossings. Deshmukh discussed 4 options at the 4 most affected at-grade crossings. Union Pacific Railroad will design and construct the improvements based on City's feedback. The entire process takes around 2 years to complete. We are currently 7 months into this Deshmukh continued discussing the proposed quiet zones for the north side that begin at Frame Street, Willis, Pertain, and Mockingbird. Deshmukh presented the overall objective oft the project which will enable staff to alter the lights and perform update as needed from a central location. The City has 121 intersections that are signalized, 801 has limited radio data that does not support camera feedback. The only way to achieve increased technology and remotely access the lights is for the signals are with the use of fiber optic. In 2007 the City received $1.8 million dollar Grant toi install this network. These funds were enough to complete phase 1. This phase will connect Bell Avenue, Colorado, Mingo and go through DCTA and connect to the Loop for a total cost of$1.6 million. This item is scheduled to go before council on May 22, 2018 for approval. Construction is scheduled for 61 months after Council Approval. Once connected with fiber optic City staff can adjust signal timings remotely instead of driving to the site. This item was a discussion item only, no action is needed. E. TSC18-024 Staff Reports Matrix Matrix- 6. Working with" TWU on adding sidewalk on the North side, ROW is very small 9. McKinney sidewalk, Oakland to Austin- Contract will be awarded on May 22, 2018 13. Parking concerns on eastbound Hickory and Fry - This area will be addressed with the upcoming street work. 14. Schedule for Malone street replacement. Krutka requested an update on the Hickory street project and expressed concerns about the bike lanes being removed and that the street is currently worse than before. Deshmukh explained the phases of the Hickory project that Water, Wastewater has work before Streets department and Drainage will finish the project. Sidewalks and driveways will be replaced and updated as needed. DeVinney, live on Oak Street, commended on the good use ofc communication for this project.
