McKinney Street, Denton, Commissioners: Chair Patrice Lyke, Jim Owen, Daniel Krutka, Henry Jason, Jeff King, and Clay Texas Thurmond Commissioners Absent: Melissa Carr Staff Members: Pritam Deshmukh, City Traffic Engineer; Trey Lansford, Deputy City Attorney; Becky Owens, Review Technician, Tracy Beck, Senior Engineer; Marc Oliphant, Bike and Pedestrian Coordinator; and Sarah Lollar, Executive Assistant REGULAR MEETING Introduction ofnew members Committee Chair Patrice Lyke opened the meeting by welcoming the new Commissioners and asking each person to share the District they represent and any special interest Henry Jason, At Large Place 5, Civil Service career background with prior experience in serving on Jeff King, District 3, has lived in Denton more than 30 years. Jeff would like to help address any issues Dan Krutka, Co-Chair, District 1, is a walkability advocate that would like to help with changes that Clay Thurmond, At Large Place 6, is interested cycling infrastructure and would like to promote a true Patrice Lyke, lives in District 3, Appointed by the Mayor. Her primary interests are bikability and walkability as she rides her bike to work and to meetings. Also current chair of Oak Gateway Steering Jim Owen, District 4, moved to Denton in 2010. Drives the streets daily in a Bus for UNT (University ofNorth Texas). Pedestrian life is very important for this City with the Universities as we grow rapidly. Is pleased that the members are they have for serving on the Committee. various other public safety committees. involved in ai rapidly growing community. encourage Citizens to take more pedestrian means of transportation and be safe. bicycling network. Also interested increasing access for the disabled. Committee that also helps to make the City a safer place to be. Has served this Committee since 2015. interested in overall mobility and come from very different backgrounds. A. TSC18-030 Consider the approval of the' Traffic Safety Commission meeting minutes of May 7, 2018 and July 2, 2018. Owen made ai motion. Thurmond seconded the motion The Traffic Safety Commission Recommends approval of the minutes (4-0). Discussion was had regarding Dan Krutka and Henry Jason who have not taken their Oaths ofOffice B. ISCI-13LReeive a report hold discussion and make a recommendation to City Council for approval of an amendment of an existing ordinance (2006-358) and updating the associated Inter- local agreement to allow University of North Texas (UNT) to enforce parking regulations and restrict on-street parking to permit parking along Kendolph Street south of Wilshire Street. Pritam Deshmukh, introduced Chris Phelps from the University of North Texas and gave presentation regarding this item discussing the issue that necessitated this item. As part of the I-35 widening, part of Kendolph was closed. UNT will like to have better control over parking in this area. Cars are parked everywhere, access to the intersection is poor. UNT would like to amend the inter-local agreement and restrict future parking in the area with the ability to enforce. Staff recommends approval and move Henry asked ifUNT is private property. Deshmukh responded that UNT is State property. If granted this decision it will help City PD parking stafft because most oft the cars are students. Owen asked ifthe Fire department was in favor ofthis decision, Deshmukh confirmed that they are. King asked what type of permit will allow whom to park there. Chris Phelps, Senior Director for Transportation Services at UNT responded that no distinction has been made if this will be faculty or Krutka asked ifUNT has any initiative with the City to encourage more biking. Is there anything more UNT can do to encourage this? Phelps, yes works very well with the City on Bike Share and Via bike share. UNT has been very active on the small area plan, DCTA. Deshmukh added that City staff has quarterly meetings with UNT to discuss the master plan and are working towards moving cars out of Lyke commented that she likes the signs on the freeway for Medpark station that were recently put up. Phelps responded that this is the 2nd, year to use these signs and has really helped students get into town. Henry asked ifthere be on street handicap parking. Phelps responded that not on street but in designated Owen made a motion to recommend, King 2nd this motion. The Traffic Safety Commission C. TSC18-032 Receive a report and hold a discussion and make a recommendation to City Council forapproval of an Inter-Local Agreement with University ofl North Texas (UNT) regarding traffic signal operation during UNT special events, and upgrading traffic signal equipment at four Deshmukh presented that this began coordination around a year ago with UNT staff. UNT hosts 40-50 events a year and approached the City to get officers off the intersections and better manage this situation. After review, upgrades were proposed to add cameras and signal equipment to change the signal timing. City staff will help work the events, for a total of2 hours per event. The City is on board for the Committee. TSC18-033 Receive a report hold discussion and make a recommendation to City Council for restricting eastbound right-turn on red on Robinson Road at FM2499 in order to improvesafety. Deshmukh presented that this is a newly completed constructed road that also has a newly installed traffic signal. This has resulted inj poor line ofs sight due to the sound walls installed by TxDot. With the current speed limit and the horizontal/vertical curves in the area it is not safe to make an unprotected right turn onto FM 2499 from Robinson road. Deshmukh explained that he has received multiple calls with concerns for this from Citizens and PD. With consideration to expenses involved in any changes Discussion was had regarding the current speed limits of the intersection, age of the sound wall, and Owen made a motion, Thurmond 2nd the motion. The Traffic Safety Commission recommended made, the most cost effective option is to not allow a right turn on Red. current City codes ofs sound walls that will help prevent this issue in the future. approval (4-0). E. TSC18-034 Receive a report and hold a discussion and make a recommendation to City Council for approval of an Amendment for Surface Transportation System Project Agreement for Traffic Signals (State Contracted and with a Municipality providing limited materials and/or Labor Deshmukh presented information about how the Brinker project was initiated for the Buc-ees convenient store. This area has 3 TxDot projects the Loop 288 interchange upgrade, Brinker underpass, and a U-turn atl Mayhill. This amendment is needed to upgrade the planned signal equipment to a specific type that the City currently uses. This will allow this signal to connect and communicate with other signals. TxDot has agreed to reimburse the City for this equipment. Discussion was had about the exits for Buc-ees, and the traffic study results will impact the area. King expressed concern about how the area is backed up and feels this will get worse with this light. Deshmukh explained that once the construction on Hwy I-35 is completed and has 3 lanes, this will Owen made a motion, Thurmond 2nd the motion. TSC18-035 Staff Reports Owen made a motion, Thurmond 2nd the motion. The Traffic Safety Commission recommended Matrix Deshmukh gave a brief background on the purpose of the Matrix and how the Commission uses this tool and mentioned that items discussed in each meeting as a follow up would be removed after that meeting. Item #2, thisi item is being addressed by the Small Area Plan. Item #6, staffi is working with TWU on their master plan to re-use the paths located on the golf course. Lyke requested an update on Mingo. Deshmukh responded that the design ofthis project was 2-3 years away. Thurmond asked to add an item to move the fencing back at Mingo and Ruddell. Item #11, staff asked parking enforcement with PD to add this area to their list ofc concerns. Item # 12, Malone has been reconstructed and no longer an issue. Item #13, Left turns are inj place as ofl last week. Item # 14, has been addressed to increase time for the side streets as requested. Item # 15, has been added to the sidewalk list to our consultant. Lyke - Cautionary 20 on Scripture, her neighborhood is close to 2 schools. An event happened recently where a car, ran the stop sign and this car ended up in a neighbor's yard. Three children live in this home and could have been hit. What can we do? Deshmukh recommended that is working with other neighborhoods that experience the same issue and arel looking at ai traffic calming tool box. This contains al list of many ways for the neighborhoods tol become informed on the different measures available and chose the one that fits their needs. Deshmukh will work to bring this tool box before the Traffic Safety Commission for their feedback. Lyke asked about a sign "stop is yield" for bicyclists. Deshmukh agreed to look into this. Krutka asked about Station Motors on Mckinney/Locust block the sidewalks, is there a way to enforce Krutka asked ifthere was anything that can be done on Hickory temporarily to help the bike traffic. At this? least al light would help. CONCLUDING ITEMS Discussion was had regarding the process to answer questions before ai meeting.
