TSC19-054 Kevin Sample made a motion to approve the meeting minutes of October 7, 2019 and Clay D. TSC19-053 Chandra Muruganandham made a presentation for discussion for staff direction regarding the installation of a loading zone at 1120 W. Hickory Street. Three options were presented. The current City practice of requesting loading zone paid permits was shared. Staffi is proposing a dual Long term commissioners shared al briefhistory of events and changes that have evolved in this area for both parking, bike lanes and loading areas prior to the current City Staff coming on board. Enforcement continues to be a significant problem in this area as well as the recent Fry Street/Avenue A changes Tonight's case is to determine if there is validity in granting the requested zone, how big does it need Phillip Slybyarepresentative ofZalat Pizza spoke in support oftheir request and staff'sinitial proposal. He noted are noticing this as a growing problem in other cities for all types of delivery and courier service vehicles. A lot of their business is at night and they are primarily a delivery business done mostly off of apps. There problem is similar to other food service organizations observed in this particular area. He was appreciative oft the discussion and look forward to a potential solution. Kevin Moore the Operator of Zalat Pizza spoke to confirm the request for 10 minute parking for 2-4 spots between 1120 W Hickory and Welch near the restaurant. He has visited with his associated neighbors for support and the safety concern in the area. His recent experience and also during construction when workers were delivering equipment and supplies, there has been no enforcement and A motion was made to put this individual request on hold with a recommendation for Council to consider a commercial loading zone: for public use on Avenue A, Mulberry and Hickory business areas  Thurman seconded the motion. A current ordinance was shared and has been confirmed by the Legal Department can be applied.
