Joint Work Session at 5:30] p.m. Items for Discussion 2.a Discuss design standards, maintenance, emergency access and other issues Director of Planning, Aaron Adel provided a presentation regarding Private Streets and some of the issues faced. Adel provided history and annexation information on each oft the private streets and the issues that each is facing. The seven private streets are: 1. Chilton Point; 2. Dominion Place; 3. Private Drive; 4. Twinview; 5. Shephards Highlands (Phase 1 and Phase 2) Heron Lane & Summer Tanger Lane; 6. Kyser Springs Road; and Foy Lake Estates (approved in 2022). Some oft the issues brought by these private streets are: No uniform standards; by Variance and they are discretionary Neighbor relations can be difficult int the best ofs situations. Access Gates parking, etc. One owner can own the entrance with or without an easement for other owners Fire access: width, radius, bridge strength, turnarounds, overhead clearance, on-street Nol ROW. Sometimes no easement. Flanked by trees, fences, other subdivisions. What to Substandard design and construction doi if we want toj pursue al PID? Public Improvement Districts (PID). Assistant City Manager, Kevin Lasher provided history and information regarding Kyster Springs Road. Approximately five residential dwellings exists within this subdivision and was annexed into the cityi in April of 1967. In November of 2007, the City received a request for a preliminary: plat application from an adjacent propertyownert to create al legall lotof2.998 acres for the construction ofa new residence with up-to-date city utilities and infrastructure. Att that time, the City required the followingi improvements: Dedication of 50' ofs street right-of-wayi for Kyser Springs Road; Pay fees associated with construction of street pavement and cul-de-Sac, or construct a 27-foot widel back-to-back pavement with a 95-foot diameter at the cul-de-sac; Extend an 8" line to the property frontage for both water and sewer service - with the sewer service being extended up from Liechty Court in Buffalo Creek to the south. In order for the City to provide adequate fire protection for this area, all future request for residential development would be subject to the same above requirements. Kasher addressed the potential solutions that included City and property owner participation in a Public Improvement District (PID). Discussion continued and the boards now understand problems faced with private streets and in trying tos solve. 2.b Discuss short-term rental uses. The Mayor started the discussion by stating that this issue and the bad effects of the result of Short Term Rentals (STR) has been a long fight that the city has had for the past few years. City Attorney, MarieJohnson was] present and provided aj presentation that was similar to what was provided to the City Council last year. Johnson provided some. legislation regarding Short Term Rentals. Building Official, Leisa Price provided issues that Code Enforcement also: faces. Mayor Elam stated that the City believes that its current zoning prohibits STRs and we will do everything in our power to stop them. STRs are extremely harmful to our community and the Citywill continue to: fight them in Heath. 3. Future' Topics to discuss. City Manager Aretha Adams stated that the following are items that will be up for discussion ati future Quarterly Joint Work Sessions. Aretha asked the board members present to consider ift these items are of] particular interest and if sO, to prioritize them. Mayor Elam thanked everyone that was present stating that these Joint Work Sessions work well and are meant tol keep everyone informed and allows all tol havei input. Theyarev veryhelpful: for staff and gives direction. The next Quarter Joint Work Session is tentatively scheduled for.
