MINUTES HEATH CITYCOUNCIL WORK SESSION TUESDAY, MAY 9, 2023 at 4:00. PM ATTENDING: KELSON ELAM PAUL RUFFO, MAYOR PROTEM JIM CHESTER RICH KRAUSE DONNA ROLATER BRENT WEAVER Mayor Kelson Elam called to order the Work Session meeting at 4:01 p.m. Fire Station Presentation City Manager Aretha Adams introduced Michael Hogan with Emergency Services Consulting International who provided a presentation regarding the Heath Department of Public Safety's Fire Station Location Study. Adams stated that the Council approved funding for the study a couple of years ago and staff was excited to show what the recommendations were and what is needed to be within industry standards in hopes to move forward. Chief Seery was in attendance via zoom, Captain Rowan, Captain Morgan and Officer Peterson were also present to answer any questions. Hogan stated that the City contacted ESCI in Feb 2022 to conduct the study and the purpose of the study was to 1: evaluate where the organization is today by looking at response calls, staffing, where the station is currently and compare that to industry standards best practices. 2: evaluate the Fire Department now and determine what the City of Heath will need by determining where development and growth is going to be. Items address in thej presentation were the Breakdown of Response Time Performance: including all incidents for Fire and EMS; Historic and Calculated Response Times; Incident Performance Map that included the location of all incidents that HDPS responded from 2017 to 2021; Service Demand Projections and imperative consideration be given to potential changes in population, demographics and economic activity; Future Growth Developments within the City and impact of aging population on service demand; The best ideal station locations maps for one or two Adams stated that during the upcoming budget process, the Council will discuss funding and timeline options. Councilman Krause requested that the maps be updated to identify and stations proposed on City owned land; and lastly, fire station costs. include the ETJ.
