McKinney Street, Denton, Texas. PRESENT: Committee members: Peggy Capps, John Crew, Tim Crouch, Karen DeVinney, Pati Haworth, Nanci Kimmey, Diana Leggett, Cody Lewis Queen. Janata Montgomery, Susan Parker, Eric Pruett, Randy Robinson, Suzanne Rumohr, Janet Shelton, Patrick Smith. ABSENT: Tammy Bradley, Jennifer Collins, Kate Lynass, and Nathan Tune. Patrick Smith, Committee Chair brought the meeting to order at 6:02 p.m. 1. ITEMS FOR CONSIDERATION A. CBAC19-018 - Consider approval of the Special Citizens Bond Advisory Committee Eric Pruett made ai motion to approve the minutes as amended with a second by Suzanne B. CBAC19-016 - Receive ai report and hold a discussion regarding Streets, Local Streets, Sidewalks, and Street Lighting projects for consideration in the proposed 2019 Bond Meeting minutes ofJune 13,2019. Rumohr. Motion carried unanimously. Program. Todd Estes, City Engineer, continued a presentation from June 13 on the sidewalks and street lights portion included in Proposition 2 of the 2019 Bond Program. Sidewalks were included as number four on the priority scale ofthe proposed funding for projects included in Proposition 2, with lights as a possible add-on to that proposition. Estes provided a map oft the City showing the areas with existing sidewalks, and followed with a map of project selection to complete construction ofunfunded sidewalksi in 2018. and 20191 bundles, explaining the status of designed elements and construction, funding needed, and staff's desire to go further. Estes gave the details on aj proposal ofa about $12 million in sidewalk funding for the 2019 Bond Program with the anticipation of stretching that to $18 million to $19 million through Safe Routes to School Funding (SRTS), grant funding and Active Transportation funds. The Safe Routes to School Funding is what staffis focusing on. Estes] provided a map showing areas and the radius that wraps the schools set by the school district that defines ai route to school and their transportation program within a two mile radius. Those living within a two mile radius are not eligible to be bussed to school. In looking at the sidewalk infrastructure and potential funding sources beyond what the City would put into aj program, an option would be a state sponsored program stretching those dollars, like the Safel Routes to School funding source. Estes explained the advantage ofhaving a designed plan to be shovel ready with the proposed program to present to funding sources, additional information on the cost involved and different challenges in adding sidewalks around schools, giving an example of Evers/Strickland with three miles of sidewalk at a cost of $2 million. Street lights are divided into two categories, older roads that will not be undertaken for quite a while or roads recently reconstructed that didn'th have street lights in them, such as University Drivec or 2499, streets that are prime corridor areas near TWU, where North Texas comes up along Bonnie Brae. These are areas pedestrians tend to cross mid-block and that presents a challenge at night.
