MINUTES HEATH CITY COUNCIL WORK SESSION WEDNESDAY, ,JUNE 28, 2023 at 7:30. AM ATTENDING: KELSON ELAM, MAYOR PAULRUFFO, MAYORPRO1 TEM SHARON CALDWELL JIM CHESTER BRENT WEAVER RICH KRAUSE ABSENT: DONNA ROLATER Mayor Elam called the Work Session to order at 7:31 a.m. Discuss Annual Budget for Fiscal Year 2022-2023. City Manager Aretha Adams stated that this was the first of three anticipated workshops for the year to discuss the Budget. Adams provided a Budget Calendar stating that today's meeting (June 28) would be the first work session, we will receive the certified tax roll from Rockwall County Appraisal District on 07/25 and hold a second budget work session on July 28. The final work session will be on August 16. Area of discussion began with the Budget Process and Cycle and proceeding with Budget Terminology, Review of Budget Priorities to include cost containment, tax rate stability, replacement schedule fund, long range planning and quality of life services. Followed by the General Fund Update toi include Revenues (Budget VS Projected Actuals), General Fund Departments include Public Safety, Neighborhood Services include Community Development Dept, Parks, Planning and Trails. Administrative includes City Secretary, City Manager's Office, Human Resources, Information Technology and Finance. Public Works includes Streets, Custodial Services, Park Services, Recreation Services, Drainage, Engineering and Capital Projects. The next update would be the Utility Fund Update to include Revenues (Budget VS Projected Actuals). The Utility Fund Departments include Administrative - Utility Billing Finance, Customer Service, IT, City Manager's Office, Human Resources. Public Works - Water Meter Services, Sewer Collections, Water Distribution, Engineering and Capital Projects. The next topic was the importance of Kathryn Ursey, H.R. Consultant was present and stated that she conducted a Salary Survey upon the request by the City Manager and Ursey presented the strategy used and reported the findings SO to allow the City Manager to provide recommendations. Adams continued the discussion by addressing Employee Compensations, Market Adjustments, Staffing, Technology Improvements to include some Mayor Elam stated that we would be needing additional time to discuss Major Infrastructure and the Requests in detail and recommended scheduling a continuation" Work Session in the next few days. Adams commended Director of Finance, Jay Ayers for his first budget work session with the City and Operating Fund Balance, Tax Rate and Preliminary Values. upgrades in software and Equpment/Vehicles. gave a shout-out to Tara Plexico forl her assistance.
